It's worth checking the DC power rails for the GPIB logic section.? It's possibly isolated from all the "measurement" analogue/digital stuff.
My old 3438A had "a lot" of 50Hz ripple on the GPIB

I used a 10nF capacitor and a 91 Ohm surface mount resistor to build the 3
