You will need a second CIV connection path for DXLab Commander running in the computer to communicate with the PW1. Do you have a second CT-18 or other way to connect your computer to the PW1? See

LotW does not accept "QSOs" made on the internet. If you QSOs are truly internet QSOs you can not upload them. If they are not "internet" QSOs, correct the Mode in the Propagation panel of the Log
