As far as I know only closing the film gate and winding will activate the counting allowing to release the shutter every frame.
Rolleicords without ruby windows are the same, positioning the film

Indeed probably gummed up or a dislocated/broken spring.

Could be worth checking the photos at https://www.flickr.com/photos/29504544@N08/3225451841/in/album-72157612861851465/ against your camera - these mechanisms are prone to issues when they get gummed

That black dot indicates that the counter was reset. So that part seems to
be OK.
Must be a problem underneath the topcover then.

B&H is showing a 25.5mm screw-in lens cap for $6.95 US with 2-4 week delivery. Also they show a 27mm slip-on cap
at $4.25 US. Either one will work on the inner filter mounting ring

The screw in filter size is 25.5mm and 27mm and 42mm slip on for the CZJ Tessar 5cm 1:3.5 lens.
