As far as I know only closing the film gate and winding will activate the counting allowing to release the shutter every frame.
Rolleicords without ruby windows are the same, positioning the film arrows at the marks, close and wind.

This might sound a bit dumb....but have you tested it with film in the camera? I was given not so long ago, two very good old cameras =? different makes -both of which were "seized"according to the owner. But they both required a film cassette loaded before they would operate.
