I haven’t tried it, but I think this will start the withrottle server:

import jmri
jmri.jmrit.withrottle.WiThrottleCreationAction().actionPerformed(None)

And this should start the regular web server:

import jmri
jmri.web.server.WebServerAction().actionPerformed(None)

To be clear, the prototype _can_ use single-headed masts for many different things, beyond the "typical" use in ABS signal systems.

Two modeled cases with which I am familiar, which existed in real life include:

Thank you for reporting this. It's probably a mistake in the decoder configuration - the ESU function output configuration is a lot and I'll need to spend some time on it to update JMRI to match all the options on all the outputs on all the decoders for the most recent firmwares (we're also still missing class light logic and dynamic sound).

Can you open an issue on github for me to remember this: ? If not, let me know and I'll do.

Well that's clearly not a NCE-USB device. It may be that both parts of
the driver are not installed for the NCE-USB. One part deals with it
at the USB level of device. The second driver makes COM device to
that. Sometimes trying to install the driver twice works.

But one trick in Device Manager is to go to the View tab and then
select "Show Hidden Devices" and you might get to see some partially
installed devices.
