Yes. 1 - 99 is a subset of 1 - 127. The OP said 0 - 128, which is incorrect. Perhaps my wording was not clear enough. This is all covered in my February 2014 column in Model Railroad Hobbyist

Well some (Lenz comes to mind) will only use 1-99 as short addresses. This allows them to use only 2 digits on their throttles, hence a cost saving on the basic units.
