It looks like it is not charging.
Have you tried disconnecting the mains and letting it discharge completely? Then reconnect the mains power and see if it charges to anything above zero

On the Apple Battery meter and on one downloaded from the App Store, the current state of charge is given as 6% and never changes from that figure.
