OK maybe I'm not understanding the ALC adjustment and the power meter correctly. I can adjust the transmit level on the soundcard to the lowest setting in DM780 and I see just a hint of ALC on the ALC

But, specifically, does the ALC meter still indicate something more than zero when the power meter fades lower and lower? And is the reflected power the same with before and after it fades? Both will

ALC meter stays out of the red zone and when first comminicating in PSK the power meter will move to whatever setting I have it set at but it seems after it gets warm the power meter moves further

You are correct the one that switches between free and detent tuning is working properly. The other one may have a mechanical problem with the switch that is not disengaging the detent tuning. Randy -

Have you check your Power supply,? and also the wire / fuse going to the Radio?? Wire size and lenght does plays an important part in transferring current from the source to the Radio. Do also check
