I would not trust the display on the radio. I would trust a calibrated power supply or meter. ?Mine is not that accurate, off by at least 1.5 volts.

I think he might notice a 1 volt drop on a 12v power source, even on an analog meter. An 11v power source is perfectly acceptable for an FT-817, but it's not an 11v supply - it should hold the voltage

I think it was a good decision to send the PS back. No power supply of any worth should do that. It makes me wonder if it's a design issue, or just a bad one that didn't get rejected in QC. Good luck

The $7 power supply mentioned earlier would likely be a better match than the power supply you linked to on Amazon. The $7 PS is made for industrial applications and likely handles larger power draws
