Any Android or Windows tablet support Serial over Bluetooth, even newer ones (based on Bluetooth 4, but backward compatible with Bluetooth 2 and 3).
None of the iPads, even the older ones

As I'm aware, iPad does not support Bluetooth serial protocol, so you cannot use it for CAT over Bluetooth.

I would try to find a decent Android Tablet running KitKat (4.4), Jellybean (4.1-4.3), or Ice Cream Sandwich (4.0). 817Companion supports more functions than pRxTx, but won't run on anything newer.

go for a 4 cell, the use a bridge rectifier to drop the voltage a little bit,
