I had a 93 evc and it did the same thing . The dealer couldn't fix it as he
said he had to see it happen . I gave it to them for a week and still no help
as i drove it away from the shop it happened

I just wanted to add one note that I noticed the other day while looking at
hte 2000 EVC. I noticed that they moved the Exhaust for the stove to the
rear of the van so it is no longer under that

getting the gauge cluster out isn't too difficult once the steering wheel is
off.
next remove the steering column trim pieces upper and lower [3 screws there]
remove the cluster trim there's 2 screws
