I used a repair service and they sent my cluster back saying the circuit board was "too far gone" for repairing. Suggested I replace with another cluster.

You need to speak to VW to find the specific part numbers for clusters that will work with your VIN.

Don't overthink this!
Heater Core blown...
You can bypass the heater core till you get time to pull the dash to access the heater core, and deal with the blend door foam at the same time...
