If the Control Operator is licensed and on-site for the band you're transmitting on you shoud be OK.
A transmission is a transmission where it's voice or data VOIP thats eventually transmitted

If you were running Fedora Linux I could give you a .service file that would start it on boot.
Try editing the rc.local file and add something like this:
/usr/bin/python /usr/bin/d-rats_repeater

I have on several occasion setup a network with many different computers running D-Rats.
I typically use KA8JMW, KA8JMW-1... D-Rats users then sees each of these as unique stations.
