If you were running Fedora Linux I could give you a .service file that would start it on boot.
Try editing the rc.local file and add something like this: /usr/bin/python /usr/bin/d-rats_repeater -C
To edit rc.local: vim /etc/rc.local
Check the path for where Python and d-rat_repeater and rc.local are installed! they may be in a different folder on Ubuntu.
