Sounds like the provider is blocking a needed port. If you know the port you need, sometimes calling the provider will get the port unblocked.

Unless your router's DHCP server is set to use the full IP range (10.0.0.2-254) as many are OOTB vs. a limited, managed range .2-.100 for DHCP and .101-.254 for static...
