Why the obsession with TIR? Don't you just turn something and it is round regardless of TIR? It might not be centered on your piece but it will be round. Of course I am new to all of this. Ralph

Yes, except that measuring it 4¡± from the jaws could introduce the effects of some other variables that may or may not have anything to do with the chuck. Chuck runout figures should be taken next

Couple little case-hardened plates for the milling vise. In a pinch I expect could do without the case hardening. 2.5x7/8x0.25" and the same but 3/8 thick with crossed vee grooves for round stock.
