If that is the ripple on the regulated outputs, I would replace the caps. Especially the one on the +32 regulated supply as it is also the reference for the +5 supply.

Well the front panel buttons are stiff. And delayed Just as the rotary
encoder. You have to operate it very slowly... It is normal in 2710. Your
uC board is rather Ok.I would Look into

For a Counter / Timer in a scope:
