The Person we Seek

To be considered for this position, applicants must have:

The Estates and Infrastructure Services is responsible for the management and strategic oversight of the University’s property, buildings and infrastructure at all campuses and centers throughout its 12-member countries.? Strategic Asset Management, Property Maintenance, Building & Property Standards and Design Services, Occupational Health & Safety Standards, and the Project Management of Major Capital works are key areas within the Section of E & I Services working together to ensure the physical estate supports the University Strategic and Academic Plans for the campuses. These include being the drivers of key campus sustainability initiatives, including energy, water & space efficiency as well as waste management through the adoption and maintenance of internationally recognized and benchmarked property and service standards.

The Estates and Infrastructure team is looking for Manager OHS & DISMAC Services. The Manager OHS & DISMAC Services is responsible promoting a culture of safety and disaster resilience. The role is key for influencing policy and implementing a system of awareness and preparedness. The role has a significant influence on USPs risks management strategies to keep safe our staff, students and visitors to the USP.

The key responsibility of the role is to;

  • Leading the development and influence of OHS and DISMAC policy, plans and systems of USP and administering the OHS Compliance certifications for the campuses;
  • Monitoring and reporting on compliance of OHS & DISMAC plans and systems;
  • Establishing and monitoring the University's OHS and DISMAC induction and training programs;
  • Facilitating the investigation or review of accidents, incidents and disaster responses, for continuous improvement of OHS nod DISMAC plans and systems;
  • Assisting with Campus Risk Management mitigation and reporting initiatives.

The incumbent will be expected to travel as required outside of Laucala Campus where the position is based.

The Person We Seek

To be considered for any of these positions, applicants must have:

We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, education, public health, geoscience, and conservation of plant genetic resources for food and agriculture.

The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilisation of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realised through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals.

The role –?Communications Officer?will be responsible for working closely with internal and external counterparts to ensure there is efficient and effective communications and suitable visibility of all activities, projects and programmes implemented by the SPC Land Resources Genetic Resources Pillar. The incumbent is also responsible for the development, dissemination and management of communication and knowledge products and for coordinating relevant communication-related events.

The key responsibilities of the role include:

Coordinate and manage visibility and communication

· Lead Pillar One’s contribution towards implementing the LRD and SPC’s communication strategies and plans for the relevant projects in collaboration with programme staff and project partners/countries.

· Develop appropriate content for media and communications products.

· Actively seek and secure opportunities to promote the work of the Genetic Resources Pillar through traditional media and social media.

· Provide visibility support for projects through relevant communication and medial platforms.

Coordinate and manage information and knowledge production

· Collaborate with the ICKM Adviser, LRD communications team and Knowledge Management officer on the management and production of knowledge products.

· Work with technical teams within the Genetic Resources Pillar and across projects and relevant divisions on the development and dissemination of technical briefs.

Support effective advocacy, outreach and new partnerships

· Establish and maintain linkages and relationships with relevant stakeholders, including media outlets.

· Promote links and collaboration with technical and communication teams across relevant SPC programmes and divisions.

· Provide support for LRD divisional communications and knowledge aligned to SPC and donor and partner communications guidelines.

· Work collaboratively with other LRD communications officers and the ICKM Adviser.

Salary, terms and conditions

Contract Duration – Until 31 January 2028 –?subject to renewal depending on funding and performance.

Remuneration –?The Communications Officer is a band 8 position in SPC’s 2025 salary scale, with a starting salary range of 2,044?2,555 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,152–7,691 (USD 2,719–3,398; EUR 2,504–3,130).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Nauru-Australia Program on Economic Governance is seeking an experienced and motivated Deputy Secretary Treasury with a proven track record in public financial management, strategic fiscal advice and preparing government budget submissions.

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a firm to support the Tuvalu Fisheries Department in a program to enhance Milkfish aquaculture in Vaitupu island and explore the options for extending it to at least one other island in the group. The duration of services will be provided over a period of four years, with an input of around 90 working days mainly spent in Tuvalu. The assignment is planned to start in April or May, subject to the availability of the consultant and the time required to conclude a contract.

· Experience of extensive (low input) Milkfish production systems;

FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). The role – the Senior Finance Officer (GCF – RTP) will be responsible for the provision of financial services to the GCF Regional Tuna Program (GCF-RTP) and supports the SPC shared services way of working through collaboration between central finance, FAME and GCF-RTP activities.

The key responsibilities of the role include the following:

Financial planning, monitoring, and reporting

??????? Support the Programme Coordinator in monitoring and reporting on the GCF-PMU portfolio including forecasting, pipeline analysis and monthly / quarterly / annual reconciliations.

??????? Maintain integrity and accuracy of financial data in the financial system within Navision and other systems.

??????? Support all aspects of financial management of the GCF-PMU portfolio through integrated programming, business planning and project management processes.

??????? Review grant acquittals for SPC posting, process journals and prepare donor reports as per donor requirements.

??????? Support financial monitoring and reporting across climate finance projects to meet with SPC and CI-GCF Unit requirements.

Salary, terms and conditions

Contract Duration This contract is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration – the Senior Finance Officer (GCF – RTP) is a band 10 position in SPC’s 2025 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750–9,687 (USD 3,424–4,280; EUR 3,153–3,942). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Program Background

Pacific Women Lead (PWL) is a five-year (2021-2026) AUD$170 million regional gender equality program funded by the Australian Government. As suggested by the program title, Pacific women lead the program, define the problems, identify solutions, and drive strategy through a Governance Board of eminent Pacific women and men with strong and diverse membership from across the region.?

The goal of PWL is: Pacific women and girls, in all their diversity to be safe and equitably share in resources, opportunities and decision-making with men and boys.

Implementation of the program is through complementary partnerships with SPC, targeted Pacific women-led civil society organisations, including Pacific Women’s Funds, Governance Board discretionary funds and the Australian Department of Foreign Affairs and Trade (DFAT) bilateral and regional gender projects (including projects with Pacific civil-society, International Non-Governmental Organisations (INGOs) and United Nations (UN) agencies).?

The Government of Australia, through Australia’s Palau Gender Equality Country Plan is funding a small research or contextual analysis on a topic which would benefit stakeholders, government partners, duty bearers and civil society. The contextualized and locally led research or analysis will contribute to enhanced knowledge and understanding of gender inequalities in Palau, build evidence, support culturally and gender sensitive policies and provide contextual awareness on interventions that can help Palau to meet national, regional and global development objectives, including the impending Micronesia Gender Equality Framework, the Sustainable Development Goals and the Convention on the Elimination of All Forms of Discrimination against Women.

The research Consultant will produce a small research or analytical piece which:

  • assesses the impact of the traditional role of women and how this supports or otherwise their aspirations for leadership in political, business or community life;
  • enhances knowledge and understanding of gender equalities/inequalities in Palau and informs advocacy for change; and?
  • builds evidence and supports the implementation of gender-transformative policies and programs that better reflect complexities and paradoxes of Palauan culture and traditions.

The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. The role – The Business Analyst will support the PIIC Advisor in the following: business process analysis and requirements; business central implementation, management & improvement; system upgrade and implementation of add-ons; finance system and process risk identification.

The key responsibilities of the role include the following:

Business process analysis and requirements

????? Map process workflows of significant finance business processes in consultation with process owners and operators.

????? Evaluate and analyse workflows for effectiveness and efficiency. Identify areas of internal control deficiency and recommend improvement actions. Use various data modelling techniques in these analyses.

????? Identify KPIs that may be useful to measure and track to report on efficiencies.

????? Develop key business requirements of each significant finance business process in consultation with the senior central finance team.

????? Match the business requirements of existing processes and systems and highlight gaps.

????? With guidance of the Finance Director and PIIC Advisor contribute to the continuous improvements of processes.

????? Support training of all users affected by the business processes and workflows.

Business Central (BC) implementation, maintenance and improvement

????? Be the project manager for the upgrade of the finance system from NAV17 to MS Dynamics Business Central.

????? Work closely with the PIIC Advisor to ensure a good working relationship with vendors and high-quality deliverables received from vendors on all SPC’s requirements.

????? Develop internal documentation of BC to complement documentation that may be provided by the vendor.

????? Provide support to the central finance team as they undertake user acceptance testing and key user training.

????? Develop requirements around the support and maintenance of BC.

?

Finance system and process risk identification

????? Based on business process and workflow documentation, identify flaws in processes and system for each role ensuring separation of duties and relevant system access for all modules.

????? Conduct periodic reviews of systems and process to identify possibles risks.

????? Support any change in system.

?

Other general

????? Work closely with the other business analyst in the PIIC team to ensure their work is complementary and aligned to the overall team objectives.

????? Support the shared services approach / project.

????? Any other task that may be delegated.

????? Use low / no code tools to create small automatization / Apps / Dashboard for users with the help of ICT.

Qualifications

??????? Degree in accounting, business administration or similar financial management qualification with an IT major. Or IT degree with major in accounting or finance related subject.

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration – the Business Analyst is a band 9 position in SPC’s 2025 salary scale, with a starting salary range of SDR (special drawing rights) 3,209-3,915 per month, which converts to approximately XPF 469,027-572,250 (USD 4,268-5,207; EUR 3,930-4,795). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. The role –?Senior Human Resources Manager – Employee Relations, Operations and Advisory?will lead a coordinating role with SPC-wide operational and HR advisory services as well as the lead employee relations specialist within SPC Headquarters (New Caledonia), the 4 SPC Regional Offices (Fiji, Vanuatu, Federated States of Micronesia, Tonga) and all other positions based outside of SPC official offices within country and territory member countries. This role will provide support and guidance to all managers by streamlining employee relations processes, managing audit compliance reports, CRGA HR decisions, and delivering high quality, strategic and cost-effective solutions for all locations. The role will also be responsible for effectively supporting the Human Resources Director in coordinating the HR Operations and Advisory team to ensure professional, comprehensive, business focused, and timely employee relations, operations and advisory support is provided to managers and staff.

The key responsibilities of the role include:

Overall Management, Compliance and Accountability for SPC Employee Relations, Operations and Advisory Section

??????Work with the business on management initiatives that may result in individual or collective consultation and/or redundancy, restructuring, ensuring best practice requirements and commercial imperatives are balanced so that ER risk is minimised.

??????Develop and deliver training programmes, in partnership with L&D to upskill managers unemployment legislation and the management of ER issues.

??????Actively work collaboratively with managers and staff to fully understand their needs and identify the proactive ER solutions necessary in achieving continuous improvement for relevant business areas.

??????Work in partnership with the SPC Legal Team/Governance, provide insight on our Manual of Staff and Policies.

??????Provide ER support through business transformation/change.

Employee Relations Management

??????Lead the management of employee relations cases and investigations, including complex disciplinary processes, grievances and appeals.

??????Assess and advise on risk and proactively review ER trends and work in partnership with the HR Team and identify ER solutions that will continuously improve the management of ER challenges across the business.

??????Provide expert ER advice to business leaders, managers, employees and HR Teams on highly complex ER issues such as: absence, grievances, disciplinary, appeals, health issues, discrimination, harassment claims, tribunals etc.

??????Manage complex and/or long-term sickness cases including capability dismissals and act as key stakeholder with our Health Care supplier.

??????Manage, track and document ER cases, providing ongoing, timely advice and guidance to the business to ensure cases conclude without delay.

Service Delivery

??????Develop in consultation with the HR team, work plans for HR project initiatives and action plans to ensure successful delivery.

??????Foster an environment where professional, quality service is measured, monitored, and provided to internal/external customers and stakeholders.

??????Ensure ER,?Operations and Advisory?management advice are delivered strategically, efficiently, and effectively.

??????Manage all negotiation & related invoicing linked to the section activities.

People Management

??????Manage staff performance, conduct fair, consistent, timely performance planning, review meetings and encourage open communication to discuss performance.

Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
