The Role

?

The MEL Coordinator is responsible for supporting implementation of the Pacific Australia Skills Monitoring, Evaluation and Learning Plan and System.

The role’s focus is on coordinating Pacific Australia Skills reports, qualitative data collection and analysis, and facilitating learning and program improvement.

· MEL Plan and System: Assist the MEL Manager and Assistant Manager to design and implement a rigorous MEL Plan and System for PASP which integrates GEDSI considerations throughout.

· Qualitative Data Management: Support the design of qualitative data collection processes, such case studies and organisational capacity assessments. Under the direction of the MEL Manager, collect and analyse qualitative data to inform reporting, decision-making and program improvement. Ensure data is securely stored in appropriate databases.

· Coordination & Reporting: Support the preparation of Annual Plans and MEL reports for DFAT and other stakeholders. Coordinate the input of country offices and other PASP teams to reports.

· Adaptive Management & Learning: Assist with facilitation of reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Contribute to an ongoing process of testing, refining and further developing the program theory of change and its key assumptions.

· Capacity Building: Support MEL capacity building for PASP’s TVET partners, assisting them to develop appropriate systems for reporting and learning.

· Evaluation & Research: Support the implementation of evaluations and research studies on specific topics, as required.

· Contribute to developing harmonious working relationships with DFAT, colleagues and key stakeholders, and assist to build the profile and reputation of PASP as a high performing support program.

· As a member of the Pacific Australia Skills team, contribute to: program strategy development and work planning; integration of GEDSI, First Nation perspectives, environmental considerations and other cross-cutting issues; fostering of a collaborative team; and measurement of results and production of reports.

· Other tasks and duties as required to ensure the smooth and effective delivery of Pacific Australia Skills.?

About You

Selection Criteria

Essential Experience and Knowledge

· Bachelors or Masters degree in research, MEL, social sciences, international development, or related field.

· Minimum 3-5 years of experience in MEL, including writing and coordinating reports.

· Experience developing and implementing qualitative data collection and analysis.

· Ability to translate complex data into actionable insights and facilitate learning.

· Strong organisational and communication skills, with the ability to train and mentor others.

· Experience working in cross-cultural settings with a strong understanding of participatory approaches.

· Experience working with international development projects, NGOs, or donor-funded initiatives is an advantage.

· Understanding of and commitment?to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

The Opportunity

The Programme Adviser Private Sector and Labour Mobility role will provide high level analysis and policy advice on the various regionalism priorities, as determined through the Pacific Islands Forum decision making processes, and in support of the 2050 Strategy for the Blue Pacific Continent Implementation Plan (2050 IP). The key responsibilities are summarised as:

Applicants should have an advanced degree (preferably Master level or equivalent) in Development Economics, Trade, Private Sector, Labour, Economics, Governance, International Relations, or a related discipline; with at least eight (8) years of experience with economic policy development, trade and private sector development, labour, and programming and analysis capacity building, especially at the government level.

The Benefits

The position carries a competitive and attractive remuneration and benefits package including medical and life insurance, education, and housing allowance. The position is placed at Band 12 / Adviser level of our salary scale, starting at SDR 45,113 equivalent to FJD 135,800.

Result of Service

The objective of this consultancy is to work closely with the national team, led by FBOS, to follow up on project deliverables, oversee administrative tasks, provide technical assistance and tailored country-specific advice for the project implementation, and facilitate communication between the core national team, other national stakeholders/collaborators, international consultants and DESA staff to achieve a shared outcome and common goals under the project. The consultant will report to DESA through UNSD staff designated as his/her Supervisor.

Work Location

The consultant will be based in Suva, Fiji. The consultant will be required to work at the government’s office. The host government entity will be responsible for the provision of the workspace. DESA will not be responsible for the cost associated with the provision of the workspace. Until the workspace is provided, the consultant will be home-based in Suva, Fiji. Travel or commute time to and from United Nations Headquarters, as well as related expenses, will not be covered as part of the consultancy. Until the required visa/work permit is acquired, the consultant will work remotely from his/her home country.

Expected duration

The consultant will work part-time in the period 1 May 2025 to 31 October 2025, with the possibility of extension.

Duties and Responsibilities

?

Background and objective

?

Data and statistics are essential in understanding, managing and mitigating the economic, environmental, and human and social external shocks and stressors and for designing appropriate responses and accelerated actions to put countries back on track to achieving the SDGs. Almost 10 years after the adoption of the 2030 Agenda for Sustainable Development, countries still rely on out-of-date and incomplete statistics to inform implementation and review progress. SIDS, in particular, are facing a unique set of challenges. These are well documented and? are underlined in the recent “Antigua and Barbuda Agenda for Small Island Developing States (ABAS): A Renewed Declaration for Resilient Prosperity”, the Sendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda (AAAA), the Paris Agreement and the 2018 OECD report “”, These documents all recognize that improved data collection and statistical analysis are required to enable SIDS to effectively plan, follow up on, evaluate the implementation of and track success in attaining the SDGs and other internationally agreed development goals.?

?

To support SIDS to address their data capacity challenges, DESA’s United Nations Statistics Division (UNSD) and the SIDS Unit of the Division for the Sustainable Development Goals (DSDG) have jointly developed the project Data for SIDS (DATAS), with the overall objective of strengthening the capacities of national statistical systems to produce and disseminate better and more timely data and statistics to inform decision making through four interconnected components; (i) national data governance and coordination; (ii) national data production and availability; (iii) national data dissemination and reporting and; (iv) SIDS to SIDS collaboration and experience exchange. This will accelerate the country’s progress towards achieving the Sustainable Development Goals (SDGs) while pursuing national development objectives.?

?

DATAS will bridge data and information gaps in priority areas identified by the country by improving human and institutional capabilities for collecting, producing and integrating data from across the data ecosystem to publish more timely and granular indicators and statistics. It will also support national statistical offices (NSOs) in their efforts to collaborate with other government entities and partners to obtain and maintain access to non-traditional data sources to increase timeliness and granularity of statistical information.

?

The work will, overall, take the same work approach as the Data for Now initiative, currently implemented by UNSD. The Data for Now initiative (Data4Now), co-led by the United Nations Statistics Division (UNSD), the World Bank, the Global Partnership for Sustainable Development Data (GPSDD), United Nations Development Programme (UNDP), and the Sustainable Development Solutions Network (SDSN), aims to support countries in developing their capacities to deliver the information needed by local and national policy and decision makers to achieve the 2030 Agenda. To this end, it supports members of the national statistical systems in participating countries to collaborate more effectively with local, national and global partners from intergovernmental organizations, academia, civil society and the private sector, in order to leverage innovative sources, technologies and methods for the streamlined production and dissemination of better, more timely and disaggregated data for sustainable development. The goal is to integrate new methods, data sources, and technologies into existing national statistical systems, explicitly not to create parallel data infrastructures at the country level.

?

To implement the DATAS initiative, through the project “Supporting informed decision making through the DATA for Small Island Developing States (SIDS) initiative (DATAS)” funded by the Government of Ireland, DESA is seeking a consultant to provide assistance to the Fiji Bureau of Statistics (FBOS) in Fiji and other members of the National Statistical System to coordinate and implement activities related to:?

?

????????????????????? Strengthening intra-governmental collaboration, with particular focus on identified project priority areas, contributing to the DATAS initiative and enabling increase availability, quality and timeliness of disaggregated data under prioritized areas.

????????????????????? Stakeholder engagement with key producers and users of data across the national statistical system to ensure a common understanding and agree on roles and responsibilities and increase data uptake in decision-making?

????????????????????? Improving capacities of national statistical offices and other members of the National Statistical Systems to independently and sustainably reproduce, update, and improve high-quality, timely and disaggregated data on key areas related to specific Sustainable Development Goals and Targets.

????????????????????? Streamlining workflows based on data sharing agreements and collaboration for data integration among the various members of the national statistical systems in target countries.?

????????????????????? Strengthening data integration and data management capabilities, including cloud technologies, interoperability standards, and data linkage/matching methods, and modernization of IT infrastructure necessary to handle the data sources and implement the methods, based on the IT infrastructure of the FBOS.

????????????????????? Strengthening capacity of national staff in statistical estimation and data science methods to produce specific statistical indicators on the areas of priority.?

????????????????????? Validating and documenting statistical indicators produced on the areas of priority.

????????????????????? Increasing skills and knowledge on data quality, including data and metadata standardization, exchange, and validation methodologies.

????????????????????? Ensuring quality of source data and methods to produce statistical indicators on the areas that the country has identified as a priority (related to the Sustainable Development Goals and targets).

????????????????????? Strengthening capacity of national staff to disseminate and communicate disaggregated and high-frequency SDG-related data, including through web-based, integrated, and open access to national SDG datasets, as well as data visualizations, maps, dashboards, data stories and other analytic products.

?

The activities highlighted above require close collaboration across multiple organizations contributing to a wide range of data assets, technologies, skills, knowledge and expertise. They also require close coordination between the DATAS national team led by FBOS and representatives of DESA’s UNSD and SIDS unit, GPSDD, the World Bank, UNDP and SDSN, as well as the Resident Coordinator’s Office (RCO), UN country team, donors and other international partners supporting statistical development initiatives in the country.

?

Work assignment

?

Specifically, the work assignment will involve the following:

?

  • Under the guidance of FBOS and DESA focal points, liaise with, and support, the core national team (led by the FBOS), other national stakeholders/collaborators (including representatives from the government agencies, international organizations, academia, civil society and private sector, etc.), international consultants (technical consultants, methodological experts, etc.) hired by the project, and DESA staff for effective delivery of training and advisory services under the project.
  • Develop and monitor a detailed plan of activities, specifying key outputs and timelines, as well as responsible focal points, under the guidance of the FBOS project focal points and in close consultation with the core national team, DESA staff as well as the RCO, UN Country Team, UN Regional Commission and other development partners in-country.
  • Provide translation between English and local language during informal meetings and working level documents for the project implementation when and where this is necessary.
  • Provide technical advice for increased stakeholder engagement and collaboration under prioritized areas.
  • Maintain regular communications with the focal points of each topic to identify bottlenecks in the processes and needs in time.
  • Coordinate workshops and training sessions in consultation with the FBOS and the DESA.
  • Identify opportunities for outreach and advocacy in-country and regionally and develop communication materials for user engagement activities aimed at integrating key outputs of the project in the policy process and advocacy.
  • Develop communication advocacy materials for outreach and advocacy laying out the project’s value proposition, including data stories and social media content.
  • Foster accountability and coordination through the issuance of monthly progress reports, which highlight the current state of the agreed deliverables and suggesting outreach activities, to both the DESA and FBOS staff. The reports are also a tool for coordinating activities within the country team and will be shared with the Director General of the National Statistical Office, the UN Resident Coordinator Office, and the DATAS and Data For Now core team.
  • Prepare comprehensive progress report to be submitted to the Government of Ireland and to the United Nations for monitoring and reporting purposes every 6 months of the project.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in development studies, economics, international relations, public administration, or a related field. A bachelor’s degree in combination with seven (7) years of experience may be accepted in lieu of an advanced degree.

?

A minimum of five (5) years of progressively responsible experience in social sciences, including statistics or economics, or a related field is required.

?

Good knowledge of national planning processes in Fiji and the landscape of development partners in the country is required.

?

Experience in project coordination or management, and stakeholder engagement in statistics or related area is required.

?

Knowledge of the Sustainable Development Goals and national efforts to implement them is desirable.

?

Experience in developing statistical capacities, engaging with national governments, is desired. Experience working with National Statistical Offices is desirable.

This is a local consultancy. The candidate should preferably be a national of Fiji or have a valid work permit/visa to take on the assignment by the time of his/her engagement.

Full command of spoken and written English is required. Knowledge of other UN languages is an advantage.

Position Description

?

This role will be working with the Revenue Department of the Treasury Division, within the Government of Kiribati’s?Ministry of Finance and Economic Development (MFED)?in Tarawa, Kiribati. MFED and all relevant Ministries will support this role to ensure that the scoping of the current Revenue Management System (RMS) captures the gaps and the needs of the Government of Kiribati. This will include a process that will be consultative and transparent.

The Tax Commissioner will be responsible for ensuring that the Consultant coordinates and liaises with relevant personnel and Ministries.? This may include providing an office space for the Consultant and accompanying the Consultant to relevant meetings.

The purpose of this scoping work would be to determine what work needs to be completed to ensure a successful upgrade of the RMS, the timeframe, and budget. The overall objective is to plan for a smooth operation of an upgrade of the current RMS, within MFED. These in turn will support public financial management reforms for improved service delivery in Kiribati.

Relationship management, performance management and reporting

The Revenue Management Systems Consultant will report to the First Secretary, DFAT, and the Partnerships Platform Country Lead, with performance management undertaken jointly by these parties and the DT Global Contractor Representative.

The role –?Senior Hydrogeologist?will aid in the identification, and sustainable development and management of water resources across the Pacific region. The Senior Hydrogeologist will draw upon a combination of scientific expertise, project management skills, capacity building, and stakeholder engagement to ensure the development and implementation of projects associated with the assessment, development, and protection of groundwater resources. The primary focus is on utilizing his/her advanced knowledge of groundwater systems in the Pacific to design, develop and implement projects to further the understanding of groundwater systems, and sustainable development, management and protection of these freshwater resources.

??????Provide high quality technical advice and support on water resource assessment, development, management and protection, and project implementation needs at the national and regional levels.?

Remuneration?– The?Senior Hydrogeologist?is a band 12 position in SPC’s 2025 salary scale, with a starting salary range of 3,565?4,456 SDR (special drawing rights) per month, which currently converts to approximately FJD 10,730–13,413 (USD 4,741–5,927; EUR 4,367–5,459).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji –?SPC provides a housing allowance of FJD 1,500–5,200 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. The role – the Fisheries Data Engineer/Analyst will support the enhanced development and processes for data management, analysis, and reporting ; continuously evaluate and improve data management systems to support science and management of regional tuna fisheries ; lead work with members to improve data quality and engage with OFP sections and other divisions within SPC (e.g., PHD, SDD, PCCOS) on data-related matters and data quality.

Contract Duration This contract is budgeted until 20 May 2027.

Remuneration – the Coastal Fisheries Information Technology Officer/Trainer is a band 10 position in SPC’s 2025 salary scale, with a starting salary range of SDR (special drawing rights) 3,568-4,364 per month, which converts to approximately XPF 521,491-637,777 (USD 4,745-5,804; EUR 4,370-5,345). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Project Description:
The EmpowerHER Project aims to improve equality, enjoyment of human rights, and freedom from sexual and gender-based violence (SGBV) for women and girls in Kiribati, Solomon Islands, and Tonga.
This will be achieved by:
1. Strengthening community, civil society, and government capacity to prevent, respond to, and protect women and girls from SGBV.
2. Improving government accountability and transparency in delivering gender-responsive public services for SGBV survivors.
3. Enhancing data collection, policy implementation, and resourcing for SGBV prevention and response services.

EmpowerHER will take a locally driven, survivor-centered, and culturally sensitive approach, working closely with civil society organizations (CSOs), women’s rights organizations (WROs), community and religious leaders, and government institutions. The project directly supports the three countries’ key national action plans (NAPs), policies and legal frameworks to strengthen implementation, coordination and sustainable resourcing for SGBV, including the National Approach to Eliminating SGBV in Kiribati (2011-21); Solomon Islands’ National Policy to Eliminate Violence Against Women and Girls (VAWG) (2021-27) and Family Protection Act (2014); and Tonga’s National Women’s Empowerment and Gender Equality (GE) Policy and Strategic Plan of Action (2019-25).

About the work
The Field Manager (FM) is the most senior regionally-based member of the project management team and is responsible for the day-to-day management of project affairs and delivery of the project in accordance with the stated expectations and objectives of Alinea International and Global Affairs Canada. In doing this (s)he will exercise sound judgment and keep project goals and objectives clearly in view. The FM plays a critical role in achieving a successful project. The FM will work in close cooperation with Canadian and local counterparts within the Project, and with local implementing partners based in the Solomon Islands, Tonga and Kiribati. The FM must build trusting relationships with implementing partners and with stakeholders and beneficiaries and be an excellent problem solver and leader.

The FM will approach their work in a gender inclusive and participatory manner that provides equal opportunity to diverse individuals and groups considering intersectional identity factors such as gender, race, sexual orientation and others. The FM will focus on applying participatory capacity building approaches in all their work and adopt a gender mainstreaming approach in the design of pilot projects and programs. The FM will report to the Canadian Project Director and liaise with the project’s technical advisors in gender equality (GE), human rights, monitoring, evaluation & learning (MEL), and governance.

The Role
1. Project Management & Implementation
? Lead the day-to-day management of the project in Kiribati, Solomon Islands, and Tonga.
? Ensure timely implementation of activities outlined in the Annual Work Plan (AWP), ensuring alignment with donor expectations.
? Supervise the local project team, as well as consultants, and implementing partners, ensuring adherence to project objectives.
? Provide oversight and support for community-based SGBV prevention and response initiatives, including training, advocacy, and service delivery.
? Oversee the establishment of community-led monitoring mechanisms for SGBV service provision.
? Provide leadership, advice and conduct technical writing related to the preparation of key project documents: Project Implementation Plan, Annual Work Plan(s) (AWP), Operational Reports/Semi-Annual Reports, and other Project reports as needed;
? Design and monitor Project activities, particularly capacity development activities, and apply Project quality standards consistently to all activities in order to achieve expected project results using a Results Based Management (RBM) approach;

2. Coordination & Stakeholder Engagement

? Support CSOs/WROs in developing advocacy campaigns and monitoring government SGBV responses.

? Work closely with the project’s gender and governance specialists to develop culturally appropriate training materials and policy guidelines.

4. Monitoring, Evaluation, Learning (MEL), and Reporting
? Support the Project MEL Officer to ensure project activities meet monitoring and evaluation (M&E) indicators and donor reporting requirements.
? Support the analysis of gender-sensitive data on SGBV incidence, response, and policy implementation.
? Prepare quarterly and annual reports on project progress, highlighting key achievements and lessons learned.
? Lead participatory learning sessions to refine project approaches based on community feedback and evolving needs.

5. Financial & Administrative Oversight
? Manage project budgets and expenditures in coordination with the Canadian financial team and with the Suva-based finance team (approx. $1M CAD/yr)

Required Qualifications:
? An undergraduate qualification or Master’s degree in a relevant field (International Development, Gender Studies, Human Rights, Public Administration, Social Work, or a related field)

Project Description:
The EmpowerHER Project aims to improve equality, enjoyment of human rights, and freedom from sexual and gender-based violence (SGBV) for women and girls in Kiribati, Solomon Islands, and Tonga.
This will be achieved by:
1. Strengthening community, civil society, and government capacity to prevent, respond to, and protect women and girls from SGBV.
2. Improving government accountability and transparency in delivering gender-responsive public services for SGBV survivors.
3. Enhancing data collection, policy implementation, and resourcing for SGBV prevention and response services.

EmpowerHER will take a locally driven, survivor-centered, and culturally sensitive approach, working closely with civil society organizations (CSOs), women’s rights organizations (WROs), community and religious leaders, and government institutions. The project directly supports the three countries’ key national action plans (NAPs), policies and legal frameworks to strengthen implementation, coordination and sustainable resourcing for SGBV, including the National Approach to Eliminating SGBV in Kiribati (2011-21); Solomon Islands’ National Policy to Eliminate Violence Against Women and Girls (VAWG) (2021-27) and Family Protection Act (2014); and Tonga’s National Women’s Empowerment and Gender Equality (GE) Policy and Strategic Plan of Action (2019-25).

About the work
The Field Manager (FM) is the most senior regionally-based member of the project management team and is responsible for the day-to-day management of project affairs and delivery of the project in accordance with the stated expectations and objectives of Alinea International and Global Affairs Canada. In doing this (s)he will exercise sound judgment and keep project goals and objectives clearly in view. The FM plays a critical role in achieving a successful project. The FM will work in close cooperation with Canadian and local counterparts within the Project, and with local implementing partners based in the Solomon Islands, Tonga and Kiribati. The FM must build trusting relationships with implementing partners and with stakeholders and beneficiaries and be an excellent problem solver and leader.

The FM will approach their work in a gender inclusive and participatory manner that provides equal opportunity to diverse individuals and groups considering intersectional identity factors such as gender, race, sexual orientation and others. The FM will focus on applying participatory capacity building approaches in all their work and adopt a gender mainstreaming approach in the design of pilot projects and programs. The Role
1. Project Management & Implementation
? Lead the day-to-day management of the project in Kiribati, Solomon Islands, and Tonga.
? Ensure timely implementation of activities outlined in the Annual Work Plan (AWP), ensuring alignment with donor expectations.
? Supervise the local project team, as well as consultants, and implementing partners, ensuring adherence to project objectives.

The Role

The Country Director will be responsible for establishing and maintaining relationships and partnerships with diverse stakeholders, the day-to-day management and technical oversight of the program including all aspects of country portfolio performance and operations.? The Role

The Revenue Generation and Fiscal Assessment will inform the Government of Tuvalu with a comprehensive assessment of Tuvalu's fiscal situation, focusing on its debt position (both external and internal), and identify innovative revenue-generating opportunities. The assignment aims to support Tuvalu in enhancing its financial sustainability by capitalising on its marine and maritime resources, sovereign assets, and emerging opportunities in online revenue streams.

About You

Essential qualifications and experience ?

· Post-graduate tertiary qualifications in economics, public finance, accounting, public administration or a related discipline, or equivalent experience. ?

· Proven ability to provide strategic and tailored advice to government ministers and senior officials within complex organisational and policy settings, preferably within the Pacific. ?

The Estates and Infrastructure team is looking for Manager OHS & DISMAC Services. The Manager OHS & DISMAC Services is responsible promoting a culture of safety and disaster resilience. The role is key for influencing policy and implementing a system of awareness and preparedness. The role has a significant influence on USPs risks management strategies to keep safe our staff, students and visitors to the USP.

The key responsibility of the role is to;

  • Leading the development and influence of OHS and DISMAC policy, plans and systems of USP and administering the OHS Compliance certifications for the campuses;
  • Monitoring and reporting on compliance of OHS & DISMAC plans and systems;
  • Establishing and monitoring the University's OHS and DISMAC induction and training programs;
  • Facilitating the investigation or review of accidents, incidents and disaster responses, for continuous improvement of OHS nod DISMAC plans and systems;
  • Assisting with Campus Risk Management mitigation and reporting initiatives.

The incumbent will be expected to travel as required outside of Laucala Campus where the position is based.

Request for Design from Illustrators: Illustrating a Children’s Book on Climate Change

IOM Solomon Islands is developing a 60-page children's book to raise awareness about climate change and human mobility. Targeted at children aged 12 to 15 years, the book explores the causes, impacts, and adaptive solutions to climate change through the engaging narrative of 12-year-old Lily, her brother Lukas, and their Grandpa John, as they reflect on real-life experiences and family stories.

The selected designer will create approximately 20 illustrations (including front and back cover) that visually capture the book's key themes and make the story accessible and engaging for young readers. The scope of work includes designing the book's cover, all internal illustrations, and layouts, culminating in a print-ready file. All visuals should align with the book's context and messaging to ensure cultural and educational relevance in the South Pacific.
