Vacancies for 3 independent Directors for the Board of the Tuvalu Fisheries Authority

The Tuvalu Fisheries Department is seeking applicants from suitably qualified and experienced individuals to fill three vacancies on the new Fisheries Authority Board from 1st July 2025. The Authority will have eight Board members: the Minister of Fisheries (Chair), the Managing Director, three senior public servants, and three Independent Directors.

The Independent Directors may be recruited from within Tuvalu or overseas.

These are opportunities for experienced and committed persons to help develop the future for Tuvalu in this most important sector of the economy. Applicants should provide expertise in fisheries management, international business, accounting and finance, and other commercial and strategic skills.

The selection will be based on merit and subject to approval by Cabinet.

Directors will need to attend at least six meetings per year, with the first meeting in July. Directors resident overseas will be expected to attend the first meeting of the Board in person, and further meetings online.

The positions come with an annual allowance and sitting fees for each meeting.

The Statistics for Development Division (SDD)’s goal is to help the Pacific Island Countries and Territories achieve “highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.” SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination.

The role the Statistics Adviser – Social (Gender Equality, Disability and Social Inclusion) will shape and lead SDD’s work program to strengthen the production, availability, analysis and use of social statistics, including gender equality, disability and social inclusion (GEDSI) statistics, for Pacific Island countries and territories, including guiding statistical production, and providing statistical technical support and training.

The key responsibilities of the role include the following:

Development and improvement of methods, processes and systems relating to official social statistics, including gender equality, disability and social inclusion (GEDSI)

??????? Methods in the Pacific relating to the role’s specialist area improve materially over time?

??????? SPC is increasingly recognised as a successful leader promoting good practice in the Pacific with regards to this specialist area?

??????? This role is documenting and disseminating improved methods through commissioned works, guidance notes and other publications that are well researched and founded in evidence and duly consulted on, quality assured and approved e.g. by the Pacific Statistics Methods Board.?

??????? Well designed and run programs of work are implemented to improve Pacific social, gender and disability statistics in partnership with countries, development partners, and relevant SPC Divisions

??????? Progress in the development of social and GEDSI statistics and indicators is periodically reviewed and reported across countries

??????? SDD and region are represented professionally in international technical working groups etc. regarding gender, disability, human rights and social statistics

??????? Regular liaison and technical collaboration are fostered and maintained with key technical partners (including UNW, UNICEF, ABS, ADB, UNESCAP, UN Stats, Stats NZ, PIFS, MSG, SIAP, USP)

?

Analysis of data and communications relating to social and GEDSI areas, including developing appropriate knowledge products, country statistical releases, etc

??????? SPC or its partners produce, analyse and disseminate social statistics, that are of a high quality and use relevant international standards (e.g. the indicators for Sustainable Development Goals)

??????? Statistics and indicators are compiled into national, sub-regional and regional statistics tables and indicators disseminated through the Pacific Data Hub

??????? Analytical reports, fact sheets and other knowledge products are developed for the Pacific region and countries using GEDSI statistics and indicators

?

Capacity supplementation and development in the form of technical assistance, training and support for all areas of the statistical process relating to the role's focus area

??????? Staff from SPC, national statistics offices and relevant staff in line ministries trained in collection, processing and/or analysis of data relating to the role’s specialist area?

??????? Relationships with key stakeholders – in member countries, donors, implementation partners and universities – are positive.?

Qualifications

??????? Master’s Degree in statistics, data science, gender, development studies or other academic discipline related to the role or equivalent body of knowledge and experience.

Technical expertise

??????? At least 10 years of relevant experience in official statistics or related areas

??????? Strong understanding of Pacific and/or international GEDSI statistics and issues

??????? Strong skills and demonstrated experience with the production, analysis and interpretation of census, survey and administrative data related to gender, disability and human rights

??????? Understanding of the importance of statistics and data for policy development and planning, including for sustainable development goals

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Remuneration – The Statistics Adviser – Social (Gender Equality, Disability and Social Inclusion) is a band 11 position in SPC’s 2025 salary scale.

For a Noumea based position – a starting salary range of SDR (special drawing rights) 4,206-5,161 per month, which converts to approximately XPF 614,756-734,386 (USD 5,594-6,865; EUR 5,152-6,322). SPC salaries are not presently subject to income tax in New Caledonia.

For a Suva based position – a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,303–11,629 (USD 4,111–5,138; EUR 3,786–4,732).? Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits for international staff employees – SPC provides a housing allowance (or subsidised housing in Noumea). Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The?Human Rights and Social Development Division?has a vision for just, equitable and resilient Pacific societies and it aims to achieve?this by advancing human rights, equality and social inclusion for all Pacific people, grounded in cultural values and principles.The work of this Division includes work previously undertaken by the Regional Rights Resource Team (RRRT) in the area of human rights and the Social Development Programme (SDP) in the areas of gender equality and social inclusion, culture and youth development.

The?Pacific Partnership to end Violence against Women and Girls Programme?(PPEVAWG) 2024 – 2027 - Phase 2 (herein referred to as the Pacific Partnership 2 or PPEVAWG 2) continues the work begun under phase 1 (PPEVAWG 2018-2023). It is a regional and multi-country action aimed at promoting gender equality and preventing violence against women and girls in the Pacific Island Countries. The goal of the PPEVAWG 2 is to promote the understanding and practice of responsible citizenship and gender equality; promote the practice of social inclusion to prevent discrimination and gender-based violence.

?

The role –?Monitoring, Evaluation and Learning Officer?will support the Social Citizenship Education Coordinator in the monitoring, evaluation and reporting on the SPC component of the Pacific Partnership to End Violence against Women and Girls (PPEVWG) project. The role will report directly to Social Citizenship Education (SEC) Coordinator with matrix reporting to the Team Leader, Monitoring, Evaluation, Learning and Knowledge Management (MELKMC).

The key responsibilities of the role include:

Programme and project monitoring and reporting

??????Provide direct support to the SCE Project Coordinator in the monitoring and reporting of development results in the PPEVAWG project and reporting requirements for SPC, the project steering committee and development partners.

??????In collaboration with the Monitoring, Evaluation, Learning staff, lead data analysis and reporting on progress against outputs, outcomes, and lessons learned.

??????Coordinate within the SCE team across the region to ensure information and data is received.

??????Attend and support the delivery of HRSD learning events, working collaboratively across all programs and projects, and partners of HRSD.

Data collection, analysis and coordination

??????Timely data collection for SCE activities from all SCE officers.

??????Identify gaps in MEL data being received and informing Social Citizenship Education Coordinator and MEL TL in a timely manner.

??????Provide capacity building and technical support to SCE officers and Ministries of Education when requested.

??????Provides advice and support to SCE staff especially in-country SCE Officers in the monitoring against the workplan.

Team learning and reflection

??????Assisting SCE Project Coordinator with preparing reflections workshop for the SCE team in the lead up to HRSD’s annual reflection workshop.

??????Deliver quarterly workshops with SCE team to provide feedback on data capture at country level and suggest improvements if necessary.

??????Ensure lessons learned from the monitoring is shared with SCE team to improve the work delivery.

Collaboration and Strategic Engagement within SPC

??????Work closely with HRSD MELKMC unit to support and advice HRSD on activity design and monitoring.

??????Participate in SPL MEL work, meetings.

The?Geoscience Energy and Maritime (GEM) Division?provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are four (4) areas of scientific programming within this division:

1.?????Oceans and Maritime Programme (OMP)?– assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

2.?????Georesources and Energy Programme (GEP)?– assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.

3.?????Disaster and Community Resilience Programme (DCRP)?– assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

4.?????Earth and Ocean Observation Services?– Promoting spatial data and systems analysis and capacity to improve decision-making to improve resilience and sustainable resource management.

The role –?Deputy Director – Disaster and Water Resilience Programme?will?oversee the people and programs in the Disaster and Community Resilience Programme in the thematic areas of disaster risk management and water security. This involves providing high level leadership and management oversight, providing technical excellence across the thematic areas and functions of the programme, driving resource mobilisation and managing financial aspects of the programme and integrated programming within and across GEM and SPC.

The key responsibilities of the role include:

?

Leadership and management

??????Provide people leadership, engagement, and operational guidance to contribute to the effective delivery of all projects within the technical programme.

??????Design, implement and effectively deliver annual work plans and work plan reports for DCRP within budget and in accordance with established targets, results and outcomes.

??????Develop guidance tools such as communities of practice, participatory workshops, learning events, templates, to enhance the project management capacity of the technical programme.

??????Provide supervision of project level reporting and reviews to ensure Programme/project activities and budgets are executed in accordance with contractual requirements and approved budgets.

??????Ensure that monitoring, evaluation, reflection and learning (MERL) activities and methods and are incorporated into project implementation and service delivery.

Technical excellence of functions and outcomes of the portfolio

??????Provide technical leadership to develop the area of scientific and technical programming.

??????Lead, coordinate and facilitate multi-stakeholder consultative approaches and forums to develop, negotiate and later evaluate and reflect on strategic/programmatic areas of work including at a high level for regional and national priority areas.

??????Drive awareness of this capability with members and donors ensuring regional coordination and collaboration.

??????Develop and maintain an integrated divisional work programme that focuses on technical and scientific priority areas of member countries and territories.

??????Oversee and manage the outcomes of projects within the portfolio to deliver across the thematic and functional areas of DCRP and GEM.

?

Resource mobilisation and financial management

??????Contribute to, drive and support mobilisation initiatives with funding agencies and advocate for long-term funding support for the work of the division among the donor community.

??????Explore new work opportunities that align to new / emerging development priorities of PICTs.

??????Manage budget allocations within areas of responsibility with appropriate costings in place; ensure the strategic direction of budget allocations is consistent with Divisional priorities.

??????Ensure audit compliance levels adhere to SPC and donor standards in areas of scientific programming.

Integrated programming

??????Learn from SPC ‘better practices’ to define programming approaches for the design, implementation and evaluation of programmes and projects that will contribute to long term development impact in the region.

??????Investigate research and evaluate ‘best practice’ business processes to enable an integrated programming approach.

??????Support and promote communities of practice, participatory workshops, learning events on programming policies to absorb the programming design approach into all potential opportunities across the technical programme.

??????Identify strategic and development communications pieces through relevant channels to both documents, highlight and encourage the benefit of strong programmatic design into the technical programme.

??????A Master’s degree from a recognised institution in a discipline relevant to project/programme management, international development, climate or disaster risk management, water and sanitation, or equivalent body of knowledge and experience.

??????At least 15 years of demonstrated management experience in a public sector or research environment in managing science related resources or a similar field, including financial management.

??????Demonstrated ability to lead strategically with a solid understanding of programme management with prior experience working in Pacific Island countries and territories.

??????Demonstrated experience in relationship building and working with a wide variety of donors and development partners with awareness of their policies and procedures.

??????Proven history of successfully building and leading multi-disciplinary teams, including people of different national and cultural backgrounds, and demonstrated ability to manage professional, technical, and program support staff in a team environment, ensuring everyone’s role contributes to successful team outputs.

??????Demonstrated experience of leading and coordinating high level strategic consultation processes for regional positioning across a relevant sectoral agenda.

Contract Duration??Until 14 February 2028??subject to renewal depending on funding and performance.

Remuneration?– The?Deputy Director?– Disaster and Water Resilience Programme?is a band 14 position in SPC’s 2025 salary scale, with a starting salary range of 4,784?5,980 SDR (special drawing rights) per month, which currently converts to approximately FJD 14,399–17,999 (USD 6,362–7,953; EUR 5,860–7,325).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji –?SPC provides a housing allowance of FJD 1,500–5,200 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role – the Data and Information Management Adviser will provide expertise and leadership in information management to strengthen the cataloguing, classification, and organisation of SPC’s data, information, and knowledge resources. This includes establishing metadata standards and harmonised vocabularies, developing and maintaining ontologies, and enhancing the discoverability and interoperability of data across the organisation and with regional partners.

Data and Information Architecture

????? Harmonised classification, metadata, and taxonomy frameworks are established and maintained to enable meaningful data discovery and reuse.

????? Ontologies and controlled vocabularies are introduced or enhanced to promote consistent data interpretation and interoperability across SPC and regional partners.

????? Documentation of metadata standards and information architecture guidelines is comprehensive, clear, and updated regularly.

Data Catalogue and Repository Management

????? SPC’s data and information resources are systematically catalogued, with metadata captured in a user-friendly, central repository.

????? Versioning, provenance, and data access protocols are in place, improving data quality, traceability, and reporting.

Capability Building and Communities of Practice

????? Effective training programmes and workshops on metadata standards, information management principles, and taxonomy/ontology development are delivered across divisions and with member states.

????? Communities of practice (CoPs) are established to share best practices, troubleshoot challenges, and continuously enrich SPC’s information management framework. The Adviser will establish CoPs, coordinate meetings and facilitate workshops to promote knowledge sharing and establishing harmonised approaches to data and information management.

????? Clear documentation, guidelines, and toolkits are produced and shared to enable ongoing improvements in information management.

Collaboration and Advisory Support

????? Subject matter experts, cross-functional teams, and regional partners can effectively align on metadata standards and classification models.

The Opportunity

The School of Information Technology, Engineering, Mathematics and Physics is one of the largest schools in the University of the South Pacific and is committed to pursue excellence in teaching and research. The school offers a number of Undergraduate programmes in Computing Science, Information Systems, Mathematics, Physics; 2 Professional programmes in ICT (Bachelor of Networks & Security and Bachelor of Software Engineering) accredited by the Australian Computer Society; and 2 accredited Engineering programmes (Electrical & Electronic and Mechanical). The school also offers Postgraduate programmes in Information Technology (namely, Computing Science and Information Systems), Cybersecurity, Mathematics and Physics.

The school is now searching for an Assistant Lecturer in Computing Sciences, Information Sciences & Cyber Security who can lead the existing, dynamic team and take the school forward with particular attention to new expanding fields, like Bioinformatics and/or Artificial Intelligence and a range of standard topics in the area of Cybersecurity.

USP is a multi-modal university, offering courses in a variety of modes including print, face-to-face, blended and online. The Appointee will be based at the main Laucala campus in Fiji but will teach across all campuses in the region. The appointee will also be expected to teach evening sessions.

General Standard

An Assistant Lecturer is expected to make contributions to the teaching effort of the University, particularly at undergraduate level and to carry out activities to develop their scholarly, research and/or professional expertise relevant to the profession or discipline. An Assistant Lecturer is expected to demonstrate excellent communication skills, and the ability to network effectively and interact with a diverse range of students and staff.

The Opportunity

The School of Information Technology, Engineering, Mathematics, and Physics is one of the largest schools at The University of the South Pacific and is sufficiently resourced to pursue excellence in teaching and research. The school offers several Undergraduate programs, including 2 accredited engineering programs (Electrical and Electronics Engineering and Mechanical Engineering), Civil Engineering, Physics, Computer Science/Information Systems, and Mathematics. It also offers Post Graduate study programs.

The school seeks to appoint an Assistant Lecturer in Mathematics and Statistics. The appointee will actively contribute to the Discipline of Mathematics and Statistics through planning, teaching, grading, exam preparation, paper moderation, and administrative responsibilities. Additionally, the Assistant Lecturer will provide student support, coordinate undergraduate courses, uphold high standards in both teaching and research. In alignment with the university’s academic goals, the Assistant Lecturer will engage in research activities and publish his/her findings in reputable, peer-reviewed journals.

USP is a multi-modal university, offering courses in a variety of modes including print, face-to-face, blended and online. The Appointee will be based at the main Laucala campus in Fiji but will teach across all campuses in the region. The appointee will also be expected to teach evening sessions.

Assistant Lecturer

i) An Assistant Lecturer is expected to make contributions to the teaching effort of the University, particularly at undergraduate level and to carry out activities to develop their scholarly, research and/or professional expertise relevant to the profession or discipline.

ii) An Assistant Lecturer is expected to demonstrate excellent communication skills, and the ability to network effectively and interact with a diverse range of students and staff.?

To be considered for this position?An Assistant Lecturer must have;

CALL FOR EXPRESSIONS OF INTEREST FOR APPOINTMENT OF PART-TIME LAW REFORM COMMISSIONER(S) TO REVIEW FIJI’S CURRENT ELECTORAL LEGISLATION

Background

The Fiji Law Reform Commission (FLRC) and the Electoral Commission of Fiji (ECF) will jointly undertake a comprehensive review and reform of the current Electoral Framework in consultation and collaboration with the Ministry of Justice (MOJ) the overall line Ministry, also responsible for Elections. Expressions of interest are sought from individuals or project teams to lead the Review of the Electoral Act 2014, Political Parties (Registration, Conduct, Funding & Disclosures) Act 2013, and the Electoral (Registration of Voters) Act 2012 (the Electoral Legislation) and the development of new electoral legislation in accordance with Section 5(2)(c) of the Fiji Law Reform Commission Act 1979.

?FLRC is established under the Fiji Law Reform Commission Act 1979 and entrusted to undertake the systemic review, reform and development of the laws of Fiji

The Electoral Commission of Fiji (ECF) is constituted under section 75 of the Constitution of the Republic of Fiji 2013 to operate as an independent, non-partisan authority that has responsibility for the conduct of free and fair elections, in particular the registration of voters and candidates for election, voter education, the settlement of electoral disputes, and the monitoring and enforcement of compliance with law governing elections and political parties. Under section 3 of the Electoral Act 2014, the ECF has the responsibility and authority to formulate policy and to oversee the conduct of elections in accordance with the Electoral Act and any other related law.

This Electoral Reform is authorized by Cabinet in furtherance of FLRC’s 2024-2025 work programme which was endorsed by Cabinet on the 18th of February 2025. MOJ also received endorsement of the Electoral Reform via its Cabinet paper endorsed on the same date.

Objective

The objective of the Electoral Reform is to produce through a consultative process a single piece of electoral law along with Regulations that efficiently and adequately provide for the preparations, management and conduct of a transparent, accountable, and efficient system for free and fair general elections.

It is envisioned that the proposals for reform emanating from the Review process will provide Fiji with robust and accessible Electoral legislation and Regulations along with proposed constitutional amendments where relevant and necessary.

Scope of Work

This includes:

a)?????? undertaking comprehensive research on existing electoral laws and proposing changes (inclusive of recommendations for constitutional reform);

b)????? analyzing data produced by ECF and the Fijian Elections Office (FEO) based on their internal reviews and stakeholder consultations;

c)?????? reviewing appropriate and relevant electoral laws, systems and processes across various Commonwealth jurisdictions, as well as international standards and best practices;

d)????? preparing and drafting of a Discussion tool such as a Discussion paper and related materials for dissemination prior to public consultations;

e)?????? facilitation of consultations with the public and targeted stakeholders via participatory workshops, seminars, or discussion forums;

f)?????? preparing drafting instructions and assisting in the drafting of Bill(s) and Regulations, and a Cabinet paper;

g)?????? ensuring proposed suggestions for reform align with ethical standards and legal requirements;

h)????? delivering presentations to Committees both internal and external on research findings and recommendations; and

i)?????? preparing reports and presentations to summarize findings and suggested recommendation for reform.

The Part-Time Commissioner(s)/Review Team will be expected to provide high level technical expertise and advice to assist the FLRC Review Team and the ECF in the review of Fiji’s current electoral laws and the development of new legislation that complies with international standards and good practices while being tailored to the specific needs and priorities of Fiji. The team will be responsible for producing a Final Report with recommendations together with a draft Bill(s) and Regulations, and a draft Cabinet paper for submission to the Minister responsible for Elections and the Attorney-General.

The Part Time Commissioner(s) will be assisted by FLRC, ECF, FEO and MOJ personnel and will have access to the necessary resources and office facilities during the course of this review.

Expression of Interest

Expressions of interest are invited from interested individuals or teams who will work in collaboration with the FLRC and ECF in undertaking the comprehensive Review and Reform of Fiji’s Electoral Framework and drafting of a Final Report, draft Bill(s) and Regulations, and a draft Cabinet paper.? This assignment requires a person or team with a solid legal background, extensive knowledge of electoral laws/systems including those in Fiji and solid legislative drafting experience. The Team will work with a Working Group.

The invitation is extended to, but is not limited to, electoral experts, retired jurists and senior or retired legal practitioners from the public or private sector, legal academics, former senior public servants or others with substantial knowledge of electoral law, processes, and systems.   • Strong understanding of environmental or fisheries sectors, ideally with prior experience in marine spatial planning and integrated vulnerability assessments.

UNDESA/FSDO as part of the mentorship component.

Duties and Responsibilities

?

In the Addis Ababa Action Agenda (AAAA) countries decided that "integrated national

financing frameworks (INFFs) that support nationally owned sustainable development

strategies will be at the heart of our efforts" to implement the 2030 Agenda, supported by an

enabling international economic environment and international cooperation. In the outcome of

the 2018 Financing for Development (FfD) Forum, Member States followed up on the AAAA

by committing to "operationalize national financial frameworks into investable projects and

pipelines." In 2019, 16 countries committed to pioneering the INFF approach, and by 2024

Governments over 80 countries were taking steps to develop and operationalize INFFs.

INFFs provide a comprehensive framework and roadmap for countries to implement the

SDGs and operationalize the AAAA at the country level. INFFs map the landscape for

financing sustainable development (including all financial and non-financial means of

implementation of the AAAA) and lay out a country's financing strategy to implement

targeted policies and reforms in order to reach the SDGs. INFFs can help national authorities

identify, mobilize, and align financing and other means of implementation to meet national

sustainable development priorities and the SDGs.

?

As widely recognised in international agreements1, Small Island Developing States (SIDS)

face particular challenges for financing sustainable development, which undermine

their sustainable development gains and their progress towards the SDGs. The impact of the

COVID-19 crisis and the heightened economic insecurity triggered by the war in Ukraine

have affected SIDS disproportionately, undermining their ability to respond and recover. In

this context, it is imperative that SIDS develop and implement financing strategies that can

support their recovery and ensure their resilience. As they seek to recover from the multiple

crises and build back better, INFFs can help support financing strategies for SIDS to achieve

national sustainable development priorities and the SDGs, including gaps identified by the

Voluntary National Report (VNR).

?

UNDESA designed a capacity development project to support INFF design and

implementation in four selected SIDS -two in Africa, one in the Caribbean, and one in Asia-

Pacific- with targeted technical assistance. The project, currently funded by the Government

of Italy, is part of the broader Financing for SIDS Initiative (FINS Initiative) jointly

developed by the Financing for Sustainable Development Office (FSDO) and the SIDS Unit

of Division for the Sustainable Development Goals (DSDG) at UNDESA and has a national

component and a peer learning component.

?

The key features of the national component of the project are: (i) the deployment of countrybased

integrated experts ("embedded experts"); and (ii) a mentorship program. As partner

government departments in many SIDS have strained technical capacity and high turnover,

the in-country support is critical to ensure knowledge transfer and sustainability. The

embedded experts, who will be selected based on their financing expertise, will work directly

in the country of assignment to support local structures and processes. FSDO will ensure

technical backstopping and accompanied coaching via a mentorship program. The country

mentor(s) (a role taken on by FSDO/UNDESA) will undertake regular check-ins with the

embedded experts and their government focal persons to establish and probe progress made,

challenges and lessons, and next steps. Complementary to these efforts, online capacity

development products will be leveraged to scale up in country technical assistance.

In the spirit of INFFs, the technical assistance to be provided under the project has been

designed to be flexible and responsive to the needs of the target SIDS governments. It may be

comprehensive, covering all sectors and relevant sources of financing for their national

priorities, including consideration of the range of governance reforms needed; or it may focus

on a specific sector of interest to the government, e.g., domestic resource mobilization,

climate and disaster risk reduction finance, social protection, and/or infrastructure financing.

The key principle is to ensure an integrated approach to addressing the focus area of

selection.

?

As for the peer learning component of the project, UNDESA will encourage and co-facilitate

information transfer and peer learning among SIDS on INFF implementation good practices

and lessons learned, through regional and thematic meetings and workshops. This component

will benefit from the support and close collaboration within UNDESA among FSDO and the

DSDG/SIDS Unit, which will provide the unique global, regional, and subregional SIDS

perspective regarding common areas of concern, challenges, needs, priorities and possible

solutions shared by SIDS.

?

UNDESA's technical support will be complementary to the in-country support provided by

UNDP and other development partners and falls within the programmatic work of the INFF

Facility that was launched in April 2022 by UNDESA, UNDP, the OECD, the European

Union and the Governments of Italy and Sweden in response to the increased demand for

support on INFFs.

?

The Financing for Sustainable Development Office (FSDO) of UNDESA is currently seeking

the services of a consultant to advise/lead the INFF capacity-building activities to be carried

out under the project, as embedded expert in Fiji. The consultant will work at the Ministry of

Finance, Strategic Planning, National Development & Statistics of Fiji (hereinafter referred to

as the Ministry). The consultant will be based in Fiji and will report to UNDESA/FSDO

through the Policy Analysis and Development Branch (PADB) staff designated as his/her

Supervisor.

?

The objective of this assignment is to provide technical assistance and tailored countryspecific

advice to Fiji for the design and implementation of a financing strategy in support of

its sustainable development priorities and the SDGs. The consultant will help Fiji build its

capacities on INFFs by drawing on the INFF guidance material developed by the Inter-

Agency Task Force on Financing for Development (IATF), other relevant analytical work

produced by development partners on the area of financing for development, and existing

country-experiences. In performing his/her work assignments under the project, the consultant

will get the technical backstopping on INFF from UNDESA/FSDO, as part of the mentorship

component. The consultant will work in coordination with the Resident Coordinator's Office

(RCO) of the Fiji and in close collaboration with other UNDESA divisions (especially with

the SIDS Unit at the Division for Sustainable Development Goals – DSDG -), other relevant

parts of the UN system, including UN Country Team, the UN Regional Commission, UNDP,

as well as international financial institutions, including the World Bank Group, IMF, regional

development banks and other international development agencies.

?

Work Assignments:

?

Under the supervision of PADB staff at FSDO and with the technical backstopping of FSDO,

the consultant will be responsible for the following work assignments:

?

1. Provide technical advice to the Ministry of Finance, Strategic Planning, National

Development & Statistics of Fiji for the design, implementation, monitoring and evaluation

(M&E) of an INFF that may help to mobilize additional resources to finance and is aligned

with the national development priorities as captured in the National Development Plan 2025-

2029 and Vision 2050 and the SDGs. In particular, the consultant will:

?

a. Provide technical advice on the financing strategy for the National Development Plan 2023-

2029, as well as on institutional arrangements and governance mechanisms required to

advance the INFF process in Fiji and assist with the engagement of relevant national

stakeholders.

?

b. Provide technical advice and assist government officials on relevant aspects of the INFF

process to support the implementation of the National Development Plan 2025-2029 and

Vision 2050, as required.

?

c. Provide technical assistance to the Ministry engage with other relevant parts of the UN

system, including the UN Resident Coordinator's Office, the UN Country Team, the UN

Regional Commission, and UNDP, as well as with international financial institutions working

on financing for development-related issues in Fiji (including the World Bank Group, IMF,

regional development banks and other international development agencies), in order to

provide the support on INFF in Fiji in collaboration and coordination with them.

?

d. Lead the preparation and delivery of workshops, seminars, trainings, and other capacity

development events, as well as develop training programs / resources on INFFs and other

financing for development-related topics, aimed at increasing the capacity on INFFs of

pertinent national authorities and other national stakeholders.

?

e. Ensure that the M&E of the financing strategy is harmonised with prevailing M&E

frameworks.

?

2. Actively contribute to the peer exchange activities undertaken as part of the project by:

?

a. Advising and assisting the Ministry of Finance, Strategic Planning, National Development

& Statistics of Fiji with the preparations for participating in the sub-regional, regional and

international peer knowledge exchange events.

?

b. Participating and making substantive contributions to the sub-regional, regional and

international peer knowledge exchange events.

?

c. Participating in the regular discussions among the embedded experts deployed in the target

countries under the project.

?

d. Contribute to the compendium of experiences of targeted SIDS on INFF design and

implementation that will be produced as part of the project, by providing inputs and detailed

information on the experience of Fiji advancing INFF.

?

3. Participate in regular technical backstopping sessions to be provided by FSDO experts as

part of the mentorship program under the project to discuss and probe progress made,

challenges, lessons, and next steps regarding the INFF activities undertaken in the country.

?

4. Support the required reporting, monitoring and evaluation of the project, including the

preparation of the mid-term and final progress reports on the implementation of the project,

by providing inputs on the activities carried out in Fiji.

?

5. Perform other relevant duties, as required.

  • A minimum of 15 years of experience working in financing for development issues or related,

particularly in a SIDS context (regional and/or national) is required.

  • Experience in public financial management, climate finance, or long-term national development planning is desired.
  • Experience in engaging high-level officials and facilitating dialogues with varied

stakeholders, including significant experience on building partnerships and coordination is

desired.

  • Demonstrated ability to independently plan, organize, prioritize and control resources,

procedures, and protocols to achieve specific goals is desired.

  • This is a local consultancy. The candidate should preferably be a national of Fiji or have a

valid work permit/visa to take on the assignment by the time of his/her engagement.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
