The Opportunity

This is an exciting opportunity for a pivotal leader to join the University of the South Pacific (USP) and steer the University’s strategic direction through robust data planning, business intelligence, and institutional analytics. The Director Strategy, Planning and Business Intelligence (SPBI) ensures the effective integration of data-driven insights into strategic and operational decisions, supporting the University’s mission of continuous improvement, innovation, and alignment with its strategic priorities.

The appointee is expected to lead the development and implementation of a comprehensive institutional data strategy and oversee the collection, analysis and dissemination of institutional data to support strategic planning, decision-making, and operational excellence.?

The Director SPBI will serve as the primary institutional expert on data planning, analytics, and business intelligence, and work closely with academic, administrative, and external partners to fostering data-driven decision-making across departments and units, ensuring alignment with strategic goals.?

The Person We Seek

To be considered for this position, applicants must have:

·?????? An undergraduate degree and postgraduate qualification in a relevant field such as Data Analytics, Business Intelligence, Strategic Management, Information Systems;

·?????? 10 years of relevant management experience including extensive experience in institutional data planning, business intelligence, and strategic performance management, preferably within a higher education/tertiary context.

·?????? Expertise in data analytics, business intelligence platforms, and data visualization tools.

·?????? Strong strategic thinking, data interpretation, and analytical skills.

·?????? Ability to lead cross-functional teams and drive institutional change through data-informed initiatives.

·?????? Excellent communication skills to convey complex data insights and engage diverse stakeholders.

·?????? Experience with predictive analytics, risk modeling, and benchmarking in a complex organizational environment, preferably in a higher education context.

Remuneration

The position is available for a term of three years and may be renewed by mutual agreement.

1. Organisational context

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations that assists almost 23 million children and their families in 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.

2. Background

?

The “Strengthening Crisis Response Services for Women, Children, and Youth in the Solomon Islands” project is a three-year partnership between Seif Ples, ChildFund Australia and ChildFund New Zealand which commenced in November 2022.

The project was co-developed by Seif Ples, ChildFund Papua New Guinea, Australia and New Zealand. Seif Ples is a gender-based violence (GBV) crisis and referral centre in the Solomon Islands, which is implemented through a partnership between the Ministry of Police, National Security and Correctional Services, Ministry of Health and Medical Services, Royal Solomon Islands Police Force and Honiara City Council Nursing Department. In line with the Family Protection Act 2014, Seif Ples was established to address the high prevalence of GBV and to support survivors of violence. Seif Ples promotes safety, protection and recovery of women and girls who have experienced violence. The Centre provides specialist clinical care and crisis counselling in one place, regardless of sex, disability, sexual preference, faith, and ethnicity. Seif Ples provides the national 132 SAFENET 24/7 helpline which currently can be accessed by children and adults throughout the Solomon Islands.

?

The Solomon Islands and PNG face similar geographical and infrastructure challenges in reaching and supporting survivors in remote areas and provinces so there is a unique opportunity to facilitate sharing and learning exchanges. Therefore, a co-design process was established to share the lessons learned from the 1-Tok Helpim Lain in PNG, a national GBV helpline facilitated by ChildFund Papua New Guinea, with Seif Ples as they expand their services. Helpline staff from both services have reported benefits in this peer learning for their individual practice and for future service improvement.

?

Overall, the project aims to achieve two outcomes:

?

1.??? Women, children and youth from urban, rural, and remote areas have the necessary information and networks to access holistic protection services.

?

Output 1.1?Seif Ples Helpline access is expanded, particularly for survivors in rural and remote areas.

?

2.??? Seif Ples is equipped to deliver and sustain quality holistic crisis support services (helpline and face to face) to survivors of violence.

?

Output 2.1?Seif Ples establishes operational policies, procedures, infrastructure and training to provide continuous, quality remote services (helpline) and face to face services (one stop shop) to survivors.

Output 2.2?Seif Ples expands critical face to face support services provided to survivors.

Output 2.3?Pacific helpline service providers share experiences and identify opportunities for further collaboration.

?

This consultancy will focus on?Output 2.3.

?

ChildFund Australia acknowledges existing regional expertise, the diversity in networks, services and approaches to gender equality and GBV response in the Pacific region. Initial discussions in the region have highlighted the existence of strong regional women’s networks and existing collaborations between some helpline?service providers.

?

The consultant therefore will be expected to engage with relevant stakeholders to determine the need and interest in regional collaboration and learning specific to helplines, explore options for what a learning exchange could look like, and provide recommendations on where this learning exchange could be positioned in existing regional networks respecting the existing relationships and ways of working in the region.?

?

The key objectives of this consultancy are to:

?

· Scope and map the existing Pacific Regional networks or programs focused on ending violence against women and ending violence against children.

This should include mapping child-focused/child protection helplines as well as GBV helplines and government and non-government helplines to create a list of stakeholders for consultation.

?

· Consult with Pacific-based helpline (GBV and Child Protection) stakeholders and regional bodies to assess interest in regional collaboration or discussions specific to helpline services. This should include but not limited to consultations with the Pacific Women Lead Program’ and the Pacific Women’s Network Against Violence Against Women (PWNAVAW).

?

· During this consultation, identify with stakeholders? any existing networks include information sharing or training focused on supporting child callers for helplines.

?

· During this consultation gather any recommended resources (open source) specific to Pacific Helplines as shared by stakeholders to create a bank of resources/bibliography. This could include any child-focused resources or resourcing for making helplines more accessible for women and children with disabilities.

?

· Collaborate with helpline services that express interest in further dialogue to identify what key outcomes of a regional collaboration could be. This could include defining the co-design process, outlining practical next steps, identifying potential networks or platforms, and determining timing, membership, and other key information as identified by the consultant and stakeholders together.

?

· Capture the feedback and recommendations in the form of a report and presentation for validation with the helpline services and stakeholders who participated in the consultation.

?

· Complete the validation meeting online and finalise the report and recommendations including any next steps as identified by stakeholders.?

?

· Produce a resource bibliography or other form of resource bank with relevant Pacific helpline resources (open source, respecting copyright etc) shared by the stakeholders which can be openly accessed. The consultant can also propose alternatives to this based on consultation or previous experience of what is most useful .

?

The suggested countries for inclusion are PNG, Solomon Islands, Fiji, Vanuatu, Samoa, Tonga, and Kiribati (suggestions from the consultant is also welcomed).?

This is a remote/online consultancy.

· Experience in engaging with a range of Pacific stakeholders including government and CSOs.

Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Scope of position

The Pacific Program Coordinator is responsible for engaging the Program Team, partners and beneficiaries to coordinate and support Good Return's strategy in the region with a focus on Fiji. The role will have the support of Technical Leads and Specialists to translate program level strategies to regional and country specific application.

The role of the Good Return Pacific Program Coordinator is to act as a focal point of Good Return ensuring Good Return’s position is well represented at relevant platforms or meetings in Fiji and the Pacific. The role also provides coordination and implementation support for projects and partnerships that fall under Good Return’s core program areas (Financial Capability and Inclusive Finance), with a particular focus on gender mainstreaming initiatives in Fiji. In doing so the Pacific Program Coordinator will coordinate with Good Return team members (particularly technical specialists) and partner focal points to build partner agencies’ internal capacity in these core programs/projects.

The Pacific Program Coordinator will support the Pacific Regional Manager in terms of relationship management, project management and specific areas of project implementation. The role is responsible for supporting the Pacific team in regular stakeholder consultation and program development.

The role is also responsible for managing the day-to-day operations of the Good Return Office and / or desk in Fiji.? This includes coordination with other shared office members if required. The Pacific Program Coordinator has also scope to proactively identify new projects and partnerships. This may include scoping visits, needs assessment, partner assessments, and stakeholder and donor engagement. Project proposals and project design documents will be developed by the Pacific Program Coordinator in collaboration with the Pacific Regional Manager, the Grants Writer, and other Program Team staff.

1. Project Development and maintaining current & establishing new partnerships in the Pacific (20%)

?? Conduct scoping visits and needs assessments to determine project and partnership opportunities that align with Good Return’s mission, vision, values and strategy

The rich and unique botanical diversity of the tropical Pacific region represents the heritage of its people at both the national and community levels, and its sustainable use holds the key to their future well-being and security. Internationally, the region (including the Hawaii archipelago) holds 1.1% (c.3300) of the worlds plant species that are endemic and together with its vertebrate fauna, the region is earmarked as one of the 25 biodiversity hotspots for conservation priority in the world.

The USP recognizes the importance of this biodiversity, and that priority must be given to assist member governments in the conduct of applied research on biodiversity, and in particular plant diversity, for the SPRH. It seeks to collaborate with governments and communities of the region and with other research and development institutions worldwide to ensure that the scientific research on biodiversity is conducted in a manner that safeguards their biodiversity and is in concert with the tenets and principles of the Convention on Biological Diversity.

The South Pacific Regional Herbarium (SPRH), a regional repository of terrestrial and marine flora, is a member of the international network of Herbaria, is a USP facility currently in operation to achieve these issues. The SPRH participates with other international herbaria to maintain a collection of botanical plant specimens for study in multifarious ways by world botanist.

The incumbent will be required to manage the administration pf the SPRH; coordinate the activities of the Herbarium and ensure that the collections are maintained at an international acceptable archival condition; liaise with other herbaria on the exchange of specimens and collaborative research; commercialize some services provided by the SPRH; and capacity building.

The Climate Change and Environmental Sustainability Programme (CCES) was established to enable SPC to strengthen and streamline its actions on climate change by bringing together work already undertaken by the organisation under a coherent strategic and technical leadership. In addition, it leads the actions of SPC on climate change and environmental sustainability, works with the Organisation’s regional and international partners and promotes the integration of these issues into all development activities conducted by the Organisation’s divisions.

The role – the Information and Communication Officer will provide a high-level communication support to the CCF in the valorization of all SPC climate change related activities, in order to ensure a high visibility of the CCF’s activities and results.

?

The key responsibilities of the role include the following:

?

Corporate Communications

????? Ensure all divisional communications content (media releases, blogs, stories, multimedia and Social media), as well as content co-developed with partners (for projects led by SPC), meet corporate guidelines for structure, style, brand, content and messaging.

????? Coordinate divisional Social Media activity through the Corporate Communications systems &/or ensure a Divisional team member is assigned to consistently respond to weekly calls for content (sent by Corporate Communications on Wednesdays).

????? Provide guidance, respond to, or identify spokespeople for comment on relevant issues for media questions, executive speeches, corporate campaigns, etc.; proactively provide to Corporate Communications story ideas, pitches or updates about key projects.

????? Participate in all monthly core communications group meetings, monthly story group meetings and all training organized by Corporate Communications throughout the year. Or if your participation is impossible, a representative of the division is assigned.

?

Design and implement the communication and visibility strategy for the CCF, with regular updating to keep it current

????? Design the communication and visibility strategy of CCF, in collaboration with all SPC divisions and implement the action plan.

????? Update the CCF communication and visibility strategy on an annual basis with inputs from SPC divisions

????? Establish communication templates for CCF partners to be used for different communication platforms.

????? Assess different communication options under the strategy to guide the best communication approaches

????? In collaboration with the other SPC services, assess and measure the effectiveness of the communication of the CCF project and adjust the approaches accordingly.

????? Support the adequate communication of the CCF results and achievements in collaboration with the MEL officer.

Communications and Visibility Support for the CCF Programme

????? Produce regular communication products and ensure they are widely distributed to increase the CCF visibility.

????? Support the development of innovative and strong communication tools and dissemination strategies to value climate change publications of SPC and enhance the organisation’s visibility in CC.

????? Establish a storage and archiving system for storing all the articles, materials and communication tools of the project.

????? Assist the SPC communication unit by relaying and/or drafting CC news items.

????? In collaboration with the SPC Communication Unit, develop a CCF website, and articulate it with CCES webpages.

????? In collaboration with SPC’s Divisions, develop material and media to promote and lead the implementation of a sustainable process to make sure all CC related publications are channeled to CCES.

????? Support for the organisation, planning and facilitation of communication events (conference, seminar, etc.).

Support the design, development and delivery of information and knowledge management system for Climate Change

????? Design an internal process to value literature and peer reviewed papers, ‘stories’, results and case studies from technical divisions involved in the CCF – scientific, technical and communication focal points.

????? Design products that value the information collected (whether in the form of publications, electronic tutorials, pwp or other).

????? Develop in collaboration with ICT and within the framework of the Pacific Data Hub an appropriate archiving system so that all documents are properly identified, recorded and archived onto SPC website.

????? Define appropriate systems to articulate and access CC data in collaboration with SPC divisions.

????? Design with relevant SPC divisions the most relevant system to store information online using relevant platforms and existing online tools (Pacific Data Hub).

Salary, terms and conditions

Contract DurationThis vacant position is budgeted until 31 March 2027 and is subject to renewal depending on performance and funding.

Remuneration – the Information and Communication Officer is a band 8 position in SPC’s 2025 salary scale, with a starting salary range of 2,912–3,544 SDR (special drawing rights) per month, which currently converts to approximately XPF 425,603–517,935 (USD 3,873–4,713; EUR 3,567–4,340). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia?– SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Background:

Cook Islands, like many other Pacific Island countries, is a net importer of merchandise with a growing trade balance deficit due to its limited export base. This deficit is largely offset by the growth in the tourism industry, which exists as the key driver for economic development in the country. Cook Islands however is looking to diversify from tourism by leveraging the multiplier effects of tourism to grow its local manufacturing and agriculture sectors. It has given priority to the development of creative and cultural industries, including music, film, fashion, crafts, and digital media to not only support economic development but also to preserve the unique cultural identity of the Cook Islands and to provide marketing opportunities for local entrepreneurs and businesses.

The PACER Plus Implementation Unit (PPIU) has received a request from the Cook Islands Government through its Business Trade and Investment Board (BTIB), to develop a “Made in the Cook Islands” Campaign. This initiative is to promote import substitution, establish a sense of loyalty amongst Cook Islanders including the diaspora community toward buying local products, and to grow exports by positioning Cook Islands’ made products in the international market. The initiative is anticipated to contribute to employment creation, economic sector expansion, and the country’s economic development.

In this regard, the PPIU is seeking suitable consultancy services to develop the “Made in the Cook Islands” Campaign, including the design and delivery of a registration system for suppliers/products.

Expected Outcome & Deliverables:

To deliver the Made in Cook Islands Campaign, the following outputs are expected:

  1. An Inception Report outlining work plan, identify any plans for outsourcing of activities Section II, and highlight risks and proposed mitigation strategies. ??
  2. Draft “Made in the Cook Islands” Campaign Strategy.

The role?–?Senior Programme Assistant?will support the PCCOS work on Pacific Early Career Ocean Professionals (ECOP). The incumbent? will assist with work of the Pacific Early Career Ocean Professionals (ECOP) Network and Placement Programme by bringing together young, multidisciplinary professionals in the ocean science realm. The position will work with national governments and ECOPs in ensuring the smooth implementation of the Placement Programme and dynamize the Pacific ECOP Network through online and in-person activities.

The key responsibilities of the role include:

Pacific ECOP Placement Programme

??????Assist with the implementation of the Pacific ECOP Placement Programme.

??????Support the drafting and signature of Letter of Agreements (LOAs) for ECOP placement with SPC legal services and member governments.

??????Help member governments in advertising ECOP fellowships.

??????Provide support in recruiting ECOPs in member countries and territories (e.g., shortlisting, draft interview guides, contribute to job interviews if requested).

??????Provide ongoing support to ECOP fellows in member governments to access information and contacts.

Pacific ECOP Network Development

The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them.

The role?–?Finance and Administration Assistant?will be responsible for supporting the administrative and financial delivery of a range of LRD projects in accordance with SPC and Donor requirements. The role will support project accounting, audit, financial monitoring, procurement and grants services, financial acquittals and general administration.

The key responsibilities of the role include:

Financial and procurement support services

??????Support the delivery of financial and procurement reports using SPC financial systems.

??????Monitor project expenditure against the approved monthly budget.

??????Ensure financial transactions and project procurements comply with SPC’s Financial and Procurement guidelines.

??????Facilitate all project cash advances where required and follow up on related acquittals.

??????Facilitate sub-receipt grants to countries and ensure that quarterly sub-recipient acquittals are received and processed in system.

Travel and logistics management

??????Ensure travel is budgeted for and in line with work plan.

??????Support the development of budgets for regional workshops and field travel needs.

The role?–?Research Assistant (NACA Project)?will?assist in the baseline assessment study on national innovation and investment plans for nature-based (climate) solutions in aquaculture as part of the NACA project in Fiji.

The key responsibilities of the role include:

Ensure collaborations with stakeholders and programmes within and across SPC sections

·???? Facilitate national meetings and dialogues needed between relative stakeholders.
