Start with making the system easy to use. Make the rules simple and clear. Rules which do not favor buyer or seller in a dispute. Have actual humans review disputes. Have one more level, for appeal.

If you think it's bad now, you should have been using it years ago, when sellers could hit you with retaliatory negative feedback. Claims for non-delivery or not what you ordered were non-existent.
