The Windows setup exe file is built on a Linux computer, but that should not make any difference to the target machine.? I just did the following on a Windows 11 computer with the most recent OS

Yes, 4.2.06_setup.exe was what I used.
The other questions:
1 - no
2, 3 - not getting that screen, so no. It goes straight to the Windows UAC prompt.
4 - Windows' UAC did show up, I clicked on Yes.

You can't please all the people all the time <grin>. Not sniping. I have been supporting fldigi users for years, and I never recommend using the installer. Our local ARES group publishes a zip file

I don't see that at all.
They should make it a regular .zip file. The help files are, so the executable should be as well.

On both my Win11 box and my now deprecated Win10 box I get the same ¡°apparent¡± result¡ however, if you look in the taskbar ribbon, you will see an icon for the minimized installer waiting

I believe clicking on Yes in the warning dialog means you accept the Windows conclusion that the installer file is unsafe, and so it doesn't run it. If the warning message gives you a "More info"
