Phil, if there's no server running that's listening on port XXXX, then the OS has nowhere to forward any connection request to. That triggers the ¡°actively refused¡± response from the OS.

Ron, Is this on all modes or only one mode? Fldigi will hang for 10 seconds or so if it loses it networking connection with fllog. It may also if it loses Internet connections. Need to check that
