Hey folks, it's us at Visual Communications, we just wanted to let you all
know what we're all up to (but basically, this is the second in a series of
memos detailing the upcoming VC FILMFEST 2001, May 17-24, 2001; these will be
long memos, so we recommend you save them and read them offline). Before we
begin, save this date:

Now, about the festival: We'll be highlighting Festival Week in bits and
pieces; in this memo, we'll detail the nine Asian American feature
productions set to screen: there are six film work, and three video pieces.
We know that after reading this and other upcoming memos you'll be primed to
go out and buy tickets. You can buy tickets online at our website:

Included are (Films):

Timothy Linh Bui's GREEN DRAGON, the Festival's Opening Night film on May 17.
Set in and around Camp Pendleton Marine Base circa 1975, this Sundance Film
Fest selection is about the experiences of the first wave of Vietnamese
refugees who were placed in relocation camps after the fall of Saigon. Stars
Forest Whitaker (who also Executive-Produced), Patrick Swayze, Don Duong,
Hiep Thi Le, Billinger Tran, Tuan Tran, and introducing Trung Nguyen. (Thu,
May 17, 7:30 p.m., Directors Guild of America)

Anurag Mehta's AMERICAN CHAI, winner of the 2001 Slamdance Film Festival's
Screenwriting Award. A comic coming-of-age story of Sureel, a college-age
Indian American whose strict parents have dreams of his becoming a doctor.
Hmm, wonder what happens when they find out that Sureel's tuition money has
been going to finance his dreams of playing guitar like Jimmy Page... (Fri,
May 18, 10:00 p.m., Directors Guild of America)

Another Sundance Film fest entry is Rod Pulido's THE FLIP SIDE, which looks
at one summer vacation in the life of a newly politicized Pilipino American
college lad and the hard decisions he faces when it becomes apparent that
home is not where he can further his sense of cultural recovery. (This film
has been selling out its screenings on the festival circuit, so get your tix
early!) (Sat, May 19, 7:00 p.m., Directors Guild of America)

Abraham Lim's searing exposition on race relations, ROADS AND BRIDGES, comes
to L.A. for a special festival screening. based loosely on the director's
experiences, this Robert Altman executive-produced piece is set on a Kansas
road crew and profiles two men - one Korean American and the other African
American - and looks at the differing ways they deal with discrimination and
oppression. (Sun, May 20, 4:30 p.m., Directors Guild of America)

Our very our former VC intern Quentin Lee returns to the Festival with a
special sneak-peek screening of his brand-new feature DRIFT, which was
originally shot using digital video equipment. The story concerns a young
twentysomething who decides to leave his lover for the proverbial "someone
else." A pretty intense, but in some ways quite lyrical. It could also be
described as director Lee's first "grown-up" movie. (Sun, May 20, 7:00 p.m.,
Directors Guild of America)

We proudly present John Korty's classic FAREWELL TO MANZANAR as our Closing
Night attraction, with a special appearance by director John Korty, writer
Jeanne Wakatsuki Houston, cinematographer Hiro Narita, Composer Paul Chihara,
and actors Nobu McCarthy, Mako, Clyde Kusatsu, Momo Yashima, and members of
the cast and crew. This will be the premiere screening of a newly-restored
print of this film, so don't miss it!!! (Thu, May 24, 7:30 p.m., Japan
America Theatre)

WAVE TWISTERS-THE MOVIE, in which animators/deejays Syd Garon and Eric Henry
bring to life the classic turntable opus of DJ Q-Bert in which a foursome led
by the intrepid Dental Commander battle malevolent deejays, nasty characters
and the evil Lord Ook to recover the four "Lost Arts" of hip hop: breaking
and MCing, rapping, graffiti, and skratching) (lots of kewl stuff preceding
this skreening, so don't be odd and miss dis ish) (Sat, May 19, 4:30 p.m.,
Directors Guild of America)

DAUGHTERS OF THE CLOTH, the World Premiere screening of a new documentary by
Seung-Hyun Yoo, which examines the lives of a Korean immigrant family working
in Los Angeles' garment district, and of the three daughters who continue on
the family business. (Sun, May 20, 12:00 p.m., Directors Guild of America)

And last but not least, the L.A. Premiere of Amy Chen's THE CHINATOWN FILES,
a revealing portrait of the Chinese American communtiy of the 1950s and how
McCarthyism and the "Red Scare" adversely affect the community. (Sun, May 20,
2:15 p.m., Directors Guild of America)

Conservatives Lobby For the "Further Defense Of Marriage Act"

If the first Defense Of Marriage act was not cruel and invasive enough, ultra-conservative homophobic bigots are now pushing for a new "Further Defense Of Marriage Act".

Right wing homophobes felt the first Defense Of Marriage Act was not anti-homo enough for their religous fanaticism. The FDOMA will change the federal definition of marriage to be defined as "A union between a man and a tree". This keeps in consistency with the right wing's belief that abstinence is the only path to salvation.

Since the first defense of marriage act defined marriage as a union between a man and a woman, Rush Limbaugh brought up the question, "why stop there?". Limbaugh plugged the "FDOMA" on his radio show, going into an hour long tirade about how men and women are the same species, and if they are allowed to marry each other, the marriage is still somewhat homogenous- homo means same, and since a man and woman are the same species, it can technically be percieved by some as homogenous for male and female humans to marry.

John Ashcroft gave a speech at bob Jones university, exclaiming "when will it end? we have been tricked into this whole reproduction thing- when we have children, they are the same species as us- it is homogenous, and homogenity is the path to homosexuality. First we have sex with the same species and the next thing we know we're having sex with the same gender! We must draw the line somewhere. from now on, we will make it illegal for humans to have sex with other humans, or even other mammals for that matter! Mammals are also too similar to us! We must have sex with things that are as different from us as possible! From now on, we must restrict ourselves to having sex with plants and stones."

Bush was thrilled with the new proposal. Bush exclaimed, "Bibles are made from paper, which comes from trees, and I sleep with my Bible every night, so this act will be perfect for me. I'm sure Laura will understand. She is the same species as me, and that's only one step away from being the same gender." Laura Bush could not be reached for comment. She was last seen having a candlelit dinner with Rudolf Guliani.

AT THE 18TH STREET ARTS COMPLEX

JOB OVERVIEW
The 18th Street Arts Complex seeks a 30 hour/week
Development Manager. The Development Manager is
responsible for researching, writing and administering
government, private, and foundation grants; managing
the organization1s small membership program; and
working with the rest of the staff and board to
increase overall organizational visibility.

DUTIES
Working with Co-Directors, Jan Williamson and Clayton
Campbell, the Development Manager will oversee 18th
Street1s grant fundraising in the organizational and
programming areas. This includes researching,
writing, and tracking local, state, national and
international government grants, private foundation
grants, and corporate grants. S/he will also be
responsible for membership mailings, membership list
management, and processing new members.

REQUIRED EXPERIENCE
1. B.A. with two years experience or a degree in
arts administration
2. Previous fundraising experience for an arts
organization including government and foundation
grants.
3. Excellent writing and communication skills
4. Highly organized and detail oriented
5. Knowledge of the Los Angeles- area arts community

COMPUTER SKILLS
1. Proficient Macintosh computer skills including Word
and Excel
2. Experience with Quickbooks Pro desired
3. Experience working with Act! or other database
programs desired

18th Street Arts Complex is a non-profit arts center,
supporting artists and arts organizations dedicated to
issues of community and diversity in contemporary
society. 18th Street maintains four programs that
reflect its mission as an incubator/learning center
through the arts: a Residency Program for emerging Los
Angeles artists, an International Artist-in-Residence
Exchange Program, a Public Events and Presenting
Program, and an Arts Education program for youths in

The concept behind the Listening Room Concert Series is to provide both
listener and performer with an intimate, receptive environment where the

LA HIP HOP PIONEER JULIO G FIRED

Bad news for Hip Hop fans in LA. Long time fixture and Hip Hop
pioneer Julio G has been given the ax at KKBT The Beat. For those who
are familiar with Julio, it comes as a total shock and disappointment.
Julio's roots go way back to LA early Hip Hop days when the legendary
radio station KDAY was around. He was an original member of the famed
mixmasters crew which included people Joe Cooley, MWalk, and Tony G.
KDAY of course was the country's first Hip Hop oriented rap station.

Julio's on air presence was a reminder to all of just how deep rooted
LA's Hip Hop scene was. He had a strong connection with many of the
area's artists and was well respected. He had also come a long ways
since his first days on air when he was a bit nervous and unsure of
himself. Over time he developed into a seasoned professional who
conducted some of the best on air interviews around. I like to call
his the Tavis Smily of Hip Hop because of his ability to engage both
the artists and the audience with his interviews. Over the past few
years Julio has made his mark with his Westside Radio program which
was initially started by his longtime friend the late Eazy E.

The firing of Julio G is just the latest in a series of moves made
by the Beat since it changed owners last fall- While many have been
proud of the accomplishments of Black owned Radio One, many are
troubled by the fact that it has let go some of the country's most
stellar Hip Hop shows and personalities. The Beat let the Baka Boys
go, The Wake Up Show and now Julio G. What gives??? Inquiring minds
wanna know? As for now folks can catch up with Julio over at

Need help re Chicano/Latino Graduation

Dear Sisters and Brothers,
We need your help. Lupe Gallegos-Diaz contacted me today and she needs
approximately 15 volunteers to help out with the Chicano/Latino
graduation at CAL. The graduation will be on Saturday, May 19th. We will
need people all-day, but you can work one of two shifts. The morning
shift will be at St. Joseph's for the noon mass for the graduates, and
the evening shift will begin at 4:00p.m. at the Greek Theatre at CAL.
Please respond ASAP if you would like to volunteer to help make the
Chicano/Latino graduation a succesful one. If interested please e-mail me

The VC Film Fest opens with the LA Gala Premiere of Green
Dragon, by Timothy Linh Bui, co-producer and co-screenwriter of
the award-winning film Three Seasons. Set in a Marine airbase
circa 1975, GREEN DRAGON is a compelling story of
Vietnamese immigrants to America and of their experiences in
military bases
intended as way-stations before being relocated to a new home -
a 1970s version of Ellis Island. The film, an official
selection of the 2001 Sundance Film
Festival, is inspired by the experiences of director Timothy
Linh Bui and his
brother, multi-award winning director Tony Bui (THREE SEASONS).
The film is

LA Culture Net is a forum in which arts administrators, artists, and anyone passionate about the arts in Los Angeles County can communicate with each other. Originally launched by the Getty Center in 1995 in response to interest from local arts, cultural, and educational institutions, the listserv now exists on its own, with some support provided by the Los Angeles County Arts Commission. Appropriate postings include announcements of arts events, job listings in the field, and cultural policy discussions about all topics, including advocacy.

2. HOW DO I SUBSCRIBE/UNSUBSCRIBE TO LA CULTURE NET?

6. HOW MANY MESSAGES WILL I BE GETTING FROM LA CULTURE NET?
As of February 2001, there are about 350 subscribers. Traffic, or mail volume, varies but usually range from 10 to 15 a week. For your convenience, all messages sent to the new LACN address will be tagged with [LACN] in the subject line, so you can easily identify the e-mails sent to LACN-list. Based on common Netiquette and past problems with large unsolicited attachment files, all e-mail attachments sent to LACN will be automatically rejected.

7. WHAT IS THE PREFERRED FORMAT FOR MESSAGES?
First of all, always put your name and email address at the end of every posting, so that other subscribers can easily identify you. It also helps to use a meaningful subject heading, so that people can see if your message deals with a topic that interests them. For job announcements, please include the phrase <JOB:> in the subject heading. For event announcements, please include the phrase <EVENT:> In the subject heading.

We have a problem. We want this update to go to every Executive Director
and Board Chair of every arts organization in the state, plus other
interested staff / board members.

Our database lists the contact person designated in the grants application
on file. For small arts groups, this contact is likely the Executive
Director, as smaller organizations often only have one or two full-time
staff members. But for midsize and large organizations, the contact person
might be the Development Director or other person.

If you are NOT the Executive Director of an arts organization,

and his/her e-mail address and send it. Please do it right now, before you

In reviewing the current registration list, I note that many of you who have
told me they plan to come, and to whom I talk frequently, have NOT YET
REGISTERED. Grantees are expected to attend.

Travel Scholarship Support: The best things in life are free, but you can
give them to the birds and bees, I need MONEY, thats what I want�..�

We should know within 10 days exactly how much travel support will be
available. I believe that we will have $40-50,000 in total support
available. I am informed that the Marin Community Foundation working
directly with the Marin Arts Council is prepared to provide support to
virtually every arts group in that county that wants to attend. Get in

for details.

There will be support for all sectors of the state. This support is in the
way of a REIMBURSEMENT � you must register and submit invoices for your
travel and lodging costs and then you will be reimbursed. The amount of
reimbursement will depend on the total number of people applying, and need,
but I believe every request will be honored within a 30-60% of the total
travel and lodging cost - $100-300 range. That means that in all
probability everyone with a need for funding can attend the Joint Congress
at a total cost of $200 or less (including travel, lodging and registration)
AT A MAXIMUM. The $95 registration fee including all meals is $10 less than
what it will cost us.

Interactive Survey � Tell me what I say�..�

The Friday morning instant interactive survey of the arts community will
provide all of us with useful information as to what the arts community sees
as our needs, priorities, assets, etc. It will allow us to break down by a
range of criteria who thinks what.

Next week, we will ask you to help us make sure that the survey design
includes all the kinds of information we want to generate. Please be
thinking about what kinds of questions would be important to ask.

budgetIII. BUDGET / SENATE SUBCOMMITTEE #4 HEARING �
I cant get no satisfaction�..�


Monday, Monday, Cant trust that day�.�

Yesterday, we appeared before Senate Budget Subcommittee #4. The proposed
$27 million augmentation was put on the same list as many other proposed
augmentations to be considered after the May Revise when the Legislature and
Governor have a more accurate picture of how much money the state will have
next year.

While not entirely unexpected, this was disappointing, in that we had argued
that the total augmentation would, if the Legislature would resist new pork
bills, actually reflect a 8.4% reduction in the current level of funding,
and install a more equitable and fair mechanism to address the real and
expanding cultural infrastructure needs. This is precisely the position
approved by this committee and the State Senate last year. I cannot fault
the action taken; it is prudent to keep all the options open until all the
facts are known, but this does not necessarily bode well for the level of
support the arts have.

The committees action simply further points out that unsettled nature of
things due to the energy crisis, and that the arts have very little power
and influence. While we have wide support, we have no real leverage or
power. In large measure the Joint Congress is about this issue � and this
issue will determine the future of the arts.

I am delighted to add our congratulations to Melanie Beene (the Hewitt
Foundation) who will be moving to the James Irvine Foundation as the Arts
Program Officer, one of the duties left open by the departure of Cora
Mirikitani. If anyone can transition as Coras replacement, it is Melanie.
This is wonderful news for the arts.

CAC Deputy Director Paul Minicucci has been elected to both the Board of
Trustees and the Executive Committee of WESTAF.

Model Arts Program Network History

The Model Arts Program Network (M.A.P. Network) provides a school district
self-study, self-assessment and planning process for establishing quality,
standards-based arts education programs for all students. The 22
participating school districts are funded through the California Department
of Education ARTS WORK Grant program. The network activities are the result
of collaboration between the school districts, the California Department of
Education, the California Alliance for Arts Education, the California Arts
Council, and The California Arts Project.

The network partners developed arts program self-study resources and then
used them locally to help guide arts education program implementation. The
resulting self-assessment toolkit represents a journey; it is not intended to
prescribe a path. In developing and sustaining dynamic school-based arts
education programs, a self-assessment and planning process helps reveal
success, identify needs, and create further questions. The participating
districts are finding that the self-assessment process results in meeting the
goal of enabling the young people in California public schools to learn in
and through the arts leading to fulfilling and productive, creative and
expressive lives.

Each district in the network made a commitment to develop standards-based
arts education programs in dance, music, theatre, and visual arts. This
includes comprehensive curriculum and instruction in the arts, a long-range
arts program implementation plan, and collaborative agreements with, for
example, outside consultants, arts education providers, arts organizations,
arts and arts related business and industry, artists, parents and volunteers.

Why is the work of the M.A.P Network important? It makes explicit a broad
vision of education in the arts. It brings understanding to the local school
communities regarding the delivery of arts programs and the improvement of
student learning in the arts. The network activities build on the CDE’s
Visual and Performing Arts Framework for California Public Schools,
Kindergarten Through Grade Twelve (1996) and will help all school districts
move toward providing standards-based arts program in alignment with the
State Board of Education adopted Content Standards in the Visual and
Performing Arts (2001). The primary goal of this project is to provide
outstanding arts education programs for all California students at each grade
level by connecting school districts to their entire community of thinkers,
learners, and arts providers and to arts education communities throughout the
state.

My apologies if you received an email from me last night without an attachment. Here is the correct material which describes the current status in Congressional committees for passing a bill that will authorize yet more standardized tests for America's children. Already, we are seeing that the emphasis being put on tests is literally making children sick. It is time to protest, and today and the next few days are the time to reach out to the committees. (See letter below or attachment which are the same.) The only hope we can see for a change of heart and mind in Congress is if the members hear from many parents and educators why federally mandated testing is a bad idea - from an educational perspective but also from a health perspective. They've heard the educational arguments before. It's time they heard the stories of test-related stress which live in so many families now.

Thanks for your help on this one. If possible, please let Congress know your thoughts and speed this message on to other concerned parents, educators and medical professionals.

Dear Parents and Educators,

This week Congress is considering a new federal requirement that states test children every year in third to eighth grade, as part of the reauthorization of the Elementary and Secondary Education Act. The Alliance for Childhood believes that many children's education and health are already threatened by the amount of standardized testing to which they are subjected. This new requirement will certainly add even more stress and pressure to their lives, with no clear gain.

The Alliance for Childhood is a national partnership of educators, physicians, researchers, and children's advocates. We are calling on Congress and the President to rethink this new testing requirement and to enact instead protections for children against the misuse of test results for making high-stakes decisions about graduation, promotion, and placement. We are also calling for research on the health effects of test-related stress and anxiety in children. We are working to mobilize opposition to the high-stakes testing push. Now is the time to let Congress know your views - both your educational concerns and your experiences, if any, with your children's stress in relation to standardized tests. We hope you will contact your Senators and Representatives in Congress and let them know how you feel. In addition, if you would like us to include your own testimony about your children's experiences in our research, please e-mail Ed Miller, the coordinator of the Alliance's testing initiative, at edmiller@....

There are three key points we are communicating to the President and Congress. You may have others.

a.. Congress should put off new testing requirements until they have studied the health impact of present testing practices on children. Anecdotal evidence indicates an "exponential increase" in stress at testing time, as one school nurse reported. Small levels of stress can enhance a child's performance; high levels can do physical and psychological harm, besides resulting in lower test scores.
b.. Congress should protect children by prohibiting the growing practice of making high-stakes decisions about individual students' promotion, graduation, or placement in low-track classes on the basis of a single test. This would put the force of law behind the currently unenforced ethical standards of the testing profession and the recommendations of the National Academy of Sciences.
c.. Congress should provide incentives for states and localities to develop alternative, performance-based assessments. Such assessments will measure not just the ability to memorize facts but also the capacity for original thinking, real-world problem solving, perseverance, and social responsibility and will hold real meaning for students, parents, schools, and communities.
The current situation with legislation is as follows: The Senate bill (S.1)will come to the Senate floor this week, possibly Tuesday. Therefore, contacting committee leadership and your own Senators needs to be done urgently. The House bill (H.R.1) is being marked up or drafted this week, probably Wednesday. Contacting committee leadership is also critical. Analysts feel that Congress will pass these bills, and federally mandated standardized tests will become the law of the land unless the public protests strongly. In particular, if your child has suffered unreasonable stress as a result of testing, legislators need to hear from you.

We urge you to fax, call, or email to the following: (mailing will be too late for this week's decisions.)

The YMF Debut Orchestra’s 46th season will close with a bang with a concert

Maria Newman’s Emma McChesney: Concerto for Piano and Orchestra. The youngest
daughter of nine-time Academy Award-winning composer Alfred Newman, Ms.

Los Angeles music community. VIRGINIA LEROY, a founding member of YMF, has
volunteered as YMF’s Scholarship Program Director for 46 years and has served
in many capacities at YMF, including as a member of the Board of Directors,
Music Advisory Board, and Women’s Council. DELORES STEVENS and MARIA NEWMAN w
ill be recognized for their historic collaboration together in the Debut
Orchestra's world premiere performance of Maria's piano concerto. Both are
members of YMF’s Music Advisory Board, and Delores has served for thirteen
years as YMF’s Chamber Music Series Director.
