VNC? What sort of desktop system? What else is running?

First, are you absolutely sure it¡¯s actually a decoder and not just a DC
board? Or could it be a dual mode decoder with the jumper set to DC
operation? Both will give the results you see.

Ignore JMRI for now. Once the correct COM port is known you can attempt to use JMRI.
Make sure the old DCC++ system is unplugged, and don't plug it in yet. Also make sure the new DCC-EX system

If the problem was in the decoder it would be the same on any track. Your case sounds like bad pickups or not enough contact with the track.

In one case, I found it was a power pickup problem.? The steam loco had no pickup capability, and the tender was too light.? Addng a couple small fishing weights to the tender sollved the problem
