First, are you absolutely sure it¡¯s actually a decoder and not just a DC
board? Or could it be a dual mode decoder with the jumper set to DC
operation? Both will give the results you see.
When it¡¯s on the program track and you actually send a program instruction
to it, does it buzz faintly? Again, a sign of no decoder present.
