If COM3 is in red then it is not a valid port or is disconnected and not available. I assume you did not import/copy old computer files to New !. Go into Device Manager and view the Port (Com & LPT)?

It's physically a real double crossover, wired as two blocks. There is another turnout coming in to one track just after it that is included in the block. On the panel, the alignment is horizontal.

Ken, Scott, I have not seen any issues with block routing based on rotation. For reference, the legs of a cross-over are called A thru D, starting with the blue/magenta connector and moving clockwise.
