I have manually created the correct logic for the signal masts, but the issue seems to be that the paths are marked invalid, so the route never goes Active. I FINALLY got them all to respond correctly. I still have a lot of Paths marked as Invalid, but all the Signal Masts are going active when they should. It seems that I needed to create the Signal Mast Logic AFTER the Destination Mast logic was complete and correctly responding. When I deleted and recreated the Source Mast logic after I got the destination complete, it worked correctly.
So the root cause of al my issues was the sequence in which the Source/Destination logic pairs were created. The Source can only be defined AFTER the destination is complete. I think we should consider this problem resolved (and I will delete the folder from the ProblemsBeingWorkedON folder.
