You absolutely can have both wired and wifi running at same time, but only
one can have a default route. I run mine as a wifi hotspot with ethernet
uplink.

No... RPi-JMRI can be running it's WiFi server and have a wired ethernet connection at the same time. It's kinda cool the WiThrottle server pane shows both addresses...? I would quit out

You can only have one internet connection active at a time. The hard wired connection takes priority on booting. If it`s plugged in after making the Wi-fi connection, you have to disconnect the wired
