That I know, but even in OPS mode, when the SPROG is not limited and can be used at full capacity it is still doing the exact same thing. ?It is not happening with other decoders such as a Tsunami

Most likely you are seeing the results of low current limit on the programming track. Programming tracks are design to operate on minimal current. This is to protect the decoder from faulty installs.
