To do that it is presumably using Railcom. Does the decoder you cannot read have Railcom? I suspect it doesn't. What happens if you try and read it on a programming track?

It means that IP address has been marked as being used to send lots of spam, so it¡¯s turned off for email purposes. How your email got involved depends on whether that¡¯s actually your IP address,
