I¡¯ve missed it in the thread. Is your WiThrottle server computer attached via WiFi to the network, or via a wired connection? If wired, ignore the rest of this post.
Some WiFi networks are setup so that a WiFi client can connect to the wired connection (e.g. to internet), but a WiFi client can¡¯t connect to another WiFi client.
This is common in e.g. coffee shops, where you want to provide internet access for clients, but you don¡¯t want your WiFi clients snooping on each other.
If this is what¡¯s going on, there¡¯s sometimes an option in the router to disable the feature. It goes by lots of names, unfortunately.
If there¡¯s not an option to disable that, try connecting your WiThrottle server computer with an Ethernet cable to the router.
