I am not sure there is enough information here.? Something is different, because on my PC, the on-screen Throttle window uses up and down arrows for forward and reverse respectively, and left and right for increase/decrease throttle. I am using JMRI 4.19.2ish on a Win10 with LocoNet Simulator.
