If this ONLY happens about 10 seconds after any sort of a "service-mode programming track" decoder read or write access (including "identify", which performs several reads), then it is likely related.
The big question I would have is "is it JMRI or some other device or program which turns track power off when the power ON event occurs." Answering that question will be key to solving your particular problem.
