The usual cause of this is an antivirus program quarantining "LaunchJMRI.exe" during the install procedure, resulting in an incomplete installation of JMRI.

"LaunchJMRI.exe" is the file usually targeted by some antivirus software every time we update it.

Install again with your antivirus software temporarily disabled, or sometimes your antivirus will ask/warn you about "LaunchJMRI.exe" and you can tell it to accept it. No need to delete the existing installation.
