Dave,

My virus protection is from Spectrum/previously Charter Communications & is labeled F-Secure.

This path is what my virus protection has allowed thru as a "private? network"
C:\users\munros\appdata\local\temp\launchjmri\decoderpro3.exe?

Here is another listing from the "Windows Defender Firewall\Monitoring tab:"

Status was out on the end of the line & both lines had a Status of OK.

Is there any place else to look for a list of blocked apps - which I found none listed as blocked?

Is there any thing "special" about running the same exe a second time?
Such as the roster files getting blown out of the water?
Just to be safe, I will make a copy of them off line on a thumb drive(s).

The usual cause of this is an antivirus program quarantining "LaunchJMRI.exe" during the install procedure, resulting in an incomplete installation of JMRI.

"LaunchJMRI.exe" is the file usually targeted by some antivirus software every time we update it.

Install again with your antivirus software temporarily disabled, or sometimes your antivirus will ask/warn you about "LaunchJMRI.exe" and you can tell it to accept it. No need to delete the existing installation.
