I recommend using Migration Assistant and transferring everything. Then, on your new computer, do the necessary cleanup. You can use a tool like AppCleaner to prompt you to delete app support files

?That¡¯s exactly right. That¡¯s how iCloud Photos works when Optimized Mac Storage is enabled. That is, there¡¯s no dependency between iCloud Photos and Time Machine.
