This might be a novel solution, don¡¯t turn on optimize storage for the iCloud account. Then do regular backups to an external drive.
The OP is fighting against a situation that is ¡°either/or¡±, not ¡°this/that/or the other thing¡±. It is like the old sign in an old-fashioned print shop, you can have it quick, cheap or accurate, pick two, but you can¡¯t have all three.
