It has been a year or two but I used a free trial of the app iMazing. It does a few other things, but
I only used it to check battery health.
Have to download it to and connect your iPad to another computer, but it did what I wanted it to.
It costs somewhere around $50 US if you decide to keep it.
I had only been giving my iPad short little charges, probably less that 30% and after a while it decided
it did not to charge at all.
I did what has been suggested here, treated it like a Ni-Cad. Ran it down completely and then charged
it fully overnight. Trouble free since.
