1) the main transistor has been replaced
2) the small transistrs have been replaced (for the transmition)

I think I have resolved the issue.? I noticed there was oscillation on the 3.3v line on the DDS.? I added a 10uf electrolytic cap to the 3R3V pad above DDS R9 and ground to stabilize the voltage.?

10 years my mobile set-up? has been an IC7000 remote in the trunk under the floor in the tire well. I use a AH4.. output of the AH4- is 8 inches of RG8 minus shielding to the base of a 3/8"-24 CB

The AT-7000 is obsolete and NLA. Parts are not available either.
But the later model tuners will work just fine.

I have used an AH-4 tuner and it works very well, although I did not use mine mobile. I had bad luck with an MFJ auto tuner (forgot the model) but it would not allow the fan in the IC-7000 to run

I am also using an IC-7000 in my car together with an LDG AT-100 pro antenna tuner for HF bands. The tuner does quite a good job tuning my mono band MFJ whips.
