Go in to windows device manager, and see com port settings?

Good in to windows device manager and plug in the cable and see what com port it is using for the port,
And see that there is not a yellow marker for this com port, if there is , you need a driver for the cable not the radio,
Once you know the port you can then setup HRD,

I use HRD and RTS 7000 control software often.
The RTS USB to CIV interface is easy and works well.
USB ops in Windows can be problematic, make sure to disable power saving for all USB devices in Windows Power Management.
The RTS control software works well for memory management in the IC-7000.
