I have contacted VW but usually they are not very helpful. You can try
1-800-DRIVE-VW
and speak to a customer service representative. You can also use their email
feature on the VW web site. I would recommend writing a letter. When I had a
complaint I wrote to the address in the service manual but got a reply from:

You should also report the problem to the NHTSA web page or call them at
1-800-424-9393 or write to:

I have had the experience that phone calls to VW are simply dismissed (or
the customer service representative is not very customer oriented) and
emails are ignored. Not until I sent a (registered) letter did I get an
answer.
