Try setting warmup timeout to zero and warmup blocks to 16. This prefixes empty data blocks to the D-RATS data, thus giving the repeater/gateway time to open a path before the real data starts.
Also consider that the low speed data portion of the D-STAR stream does not have forward error correction as the voice segment does. If you are hearing R2D2, (it sounds like Cousin Itt to me) you may not have a good enough signal into the repeater for a reliable connection.
If your radio transmits when you press send, you have it set right.
If you are using a USB data cable, try going to the device manager and changing the port number to 4 or lower if possible. I have also heard that manually entering the com port number rather than selecting it from the list will cure the issue.
