Any the manual for the Huawei b 315 shows that it does not have a WAN port, only a SIM card. Which means you are using Cell Phone Internet.
You need to look up the IP address that the WAN port on Huawei b 315s is currently set to.
If it does not match the whatismyip.com report, then running a public ratflector is a lost cause.
It is very likely that your configuration is:
public Internet IP -- ISP NAT private IP -- Your router -- Your network with private IP addresses.
As far as software on a PC configuring a router for port forwarding, the only way that works if the router has a remote configuration option that matches the PC software. None of the commercial Nat routers that I have used have had such a documented API. So I would be very suspicious of any downloadable software that claims it can do that.
Also it is recommended that UPNP (Universal Plug and Play) be disabled.
My current ISP supplied the WIFI-NAT-Router, but I do have the admin password for it. I have username and password for it that can set a limited number of settings.
