What's the network situation like, i.e. is there a pingable gateway (router) employed, are the devices reserved DHCP or statically assigned? This might not be the issue but I have noticed with all Crestron TP's since a few FW revisions ago require the network they reside on to have a pingable gateway, seem to prefer DHCP as opposed to static IP addresses and can exhibit the behaviors you describe when this is not adhered to. That said, it could just be a bad touch panel, I've seen this as well. Verify the network attributes and if all is in order there call tech support. If the panel was purchased within the last 3 years they should send you and advanced replacement.?
