The back gear shaft moves a small amount toward the belt but never close enough to touch when engaged.

It sounds like something isn't set up correctly. The belt should not be that close to the back gear shaft. Here are a couple quick pics of mine.

The issue i am having is if i have the backshaft in front, behind or through the belt the belt rubs on the shaft either when the back gears

I haven't used my original one for years , but used it all the time when I was a bicycle rider & patching sew-up's all the time . it was real handy for that .
