Angle set by compound, toolbit is nothing more than a parting/grooving tool. Nothing special but it works. For a one off even on a bigger machine I'd still do it the same way, easier than making a

A spanner is better for the chuck holes look as they are beginning to wallow out now. A spanner will not wallow the holes and is easy to make.

I assume that the pulley must have worked OK but it certainly doesn¡¯t match the recommendations in Machinery¡¯s Handbook. The angles given in there are 38 degrees max for a pulley nominal diameter
