You can charge at 7.4 volts, just don't overcharge it. You cannot transmit while plugged in unless you are using at least around 3 amps. The wall wart or rapid charger will not work.?

Look at the "S" meter when you push the PTT, like someone else said. Your battery may not be able to take the load of transmit. I had the same problem and found that I had burned up my OEM battery pack by over-charging and so my battery could not support the load of transmitting. Don't leave it on the OEM wall-wart charger as you will quickly burn up the battery since it is not a "smart" charger.?
