The legal issues are very real. It is in violation of the Federal wireless privacy act to intercept (receive) any cellular transmissions analog or digital signals, period. It is also against the law to manufacturer equipment that is "easily modified" to do this as well.
Another FCC rule says it is illegal to reveal what you monitor on your radios to a third party.

the legal issues concerning monitoring the cell frequencies.? Certainly, you
can't disclose to third parties, but I don't think anybody can stop you from
listening.??
